Position Summary
Reporting to the AVP, Strategic Talent Management, the Talent Management Program Manager is responsible for ensuring that the College's Talent Management Programming contributes positively to the engagement of employees across the institution. In this role, the incumbent is responsible for the implementation of Talent Management Programs and systems that support the College’s strategic plans and objectives, such as performance management, talent assessment, and employee engagement programs. The incumbent leads assigned projects and associated cross-functional teams, and regularly provides consultation on Talent Management leading practices in alignment with collective agreements, policies, and legislation.
Responsibilities
- Builds and enhances programs and approaches that drive Centennial’s talent strategy forward, including competency profiles, skills assessments, 360 feedback, talent mapping, performance calibration, succession planning, and talent mobility; in partnership with Strategic Talent Management (STM) and People & Equity (P&E) teams.
- Partners with HRBPs and other P&E colleagues to assess Talent Management needs; identify gaps in talent as aligned to workforce needs; implement progressive and responsive strategies to create a succession pipeline of competition-ready talent; and support a culture of development enabling employees to build and grow their careers.
- Analyzes outcomes against objectives of programs to be responsive to changes in organizational needs and strategies and to ensure effective integration of current and future system applications for continuous improvement.
- Manages the performance management process for all administrative employees, including process enhancements to be responsive to changes in organizational needs/strategies for continuous improvement, reporting, developing training tools, etc.
- Manages the vendor relationship with the talent system provider.
- Manages the accuracy and integrity of information and data, and executes annual data trend analysis with regards to the performance Management Program.
- Strategizes and recommends courses of action and solutions to implement, pertaining to the deployment of Talent Management Programs.
- Represents the College on a broad range of internal/external committees regarding performance measures and program process improvement and effectiveness (ex. Remote Work, College Quality Assurance Audit Process Committees).
- Provides consultative advice and guidance to HRBPs on all issues pertaining to the performance management process, equipping them to support all people managers across the College (HRBPs as Tier I support).
- Provides consultative advice and guidance to Talent Systems Analyst on all issues pertaining to the performance management system, equipping them to support all users across the College (Talent Systems Analysts as Tier I support)
- Oversees performance management systems training for colleagues at all levels.
- Co-ordinates the process, including implementation and communications, for the biennial employee engagement survey.
- Conducts analyses on survey data to support management in their strategies to address responses of the College community.
- Promotes employee engagement across the College through the development and delivery of communications and various programs, increasing awareness and understanding of feedback programs.
Qualifications/Experience
- Four-year degree in Human Resources, Training, Organizational Development or related discipline, or equivalent education and experience will be considered
- Seven years of progressive Human Resources experience, including experience with Talent Management Programs, and managing the development and implementation of multiple complex projects at a time
- Previous experience in the formulation and implementation of complex Organizational Development responses; demonstrated experience developing HR programs and OD solutions.
- Experience leading seminars, consultations, and training sessions.
- Experience dealing with issues of organizational effectiveness, customer service, and quality management.
- Knowledge of project and change management principles and strategies.
- Experience with research and analysis to develop appropriate surveys and measurement, benchmark, and process tools.
- Experience with management in a unionized environment, including interpretation of Collective Agreements.
- Demonstrated effective intercultural communication and sensitivity, academic research skills, and presentation development skills.
- Understanding of project management principles Excellent verbal and written communication skills for preparing presentations, reports and proposals, and meeting with stakeholders.
- Excellent strategic and critical thinking, negotiation, problem solving and influence skills.
