The Opportunity:

 

The Toronto Police Service (TPS) is seeking an innovative leader and collaborator who is highly motivated with excellent relationship building skills in the role of Manager, Talent Acquisition.

Positioned as a strategic partner, Talent Acquisition is responsible for the planning, recruitment, deployment, and promotion of both uniform and civilian employees. The sourcing and onboarding of top talent into the Service is a key focus in order to ensure the success of every unit in the organization.

 

Made up of Civilian Staffing, Uniform Staffing, Staff Planning, and Recruiting teams, the Manager, Talent Acquisition will be responsible for overseeing the organization’s talent strategic sourcing, acquisition and onboarding efforts by partnering with internal and external stakeholders to drive proactive and effective workforce planning. 

 

The Manager, Talent Acquisition will lead the execution of these plans through leveraging relationships with Talent Advisors, Talent Acquisition Consultants, other People & Culture leaders, technology, qualitative analysis, a commitment to continuous improvement, and sophisticated TPS marketing and branding strategies. 

 

Furthermore, the Manager, Talent Acquisition will be responsible for defining, developing, and executing the uniform and civilian Talent Acquisition plans and partnering with other People & Culture Managers to ensure collaboration/integration cross-functionally while supervising functional experts within the Talent Acquisition unit.

 

What you will do:

 

The Manager, Talent Acquisition will:

 

  • Champion and monitor the adoption, effectiveness, and compliance of Talent Acquisition and background investigation processes, policies and programs to minimize risk and yield desired results (hiring and retaining high performers, higher employee engagement, shorter time-to-fill, shorter productivity ramp up, etc). Use benchmarking, performance metrics, and network to identify and inform the development and implementation of leading practices. Engage in continuous education and collaboration with other policing HR professionals through attendance at conferences and courses that promote best practices in the hiring of police constables and civilian policing professionals. Work strategically with various People & Culture units to identify systems and technology required to effectively support Talent Acquisition and workforce planning initiatives while integrating metrics into everyday management of resources. Lead the design and execution of targeted talent strategies to ensure we attract and retain a diverse candidate pool, reflective of the City of Toronto’s demographic make-up. Collaborate with other People & Culture leaders to identify and remove barriers throughout the Talent Acquisition process. Continuously assess Talent Acquisition and background investigation based on effectiveness, efficiency and feedback from the key stakeholders including Unit Commanders, Hiring Managers and candidates to strategically deliver an excellent candidate experience. With input from People & Culture Managers, oversee the development and ongoing refreshment of social media branding and marketing strategy to position TPS and an employer of choice. Write and review Talent Acquisition Board Reports ensuring that Talent Acquisition strategies and initiatives are highlighted, relevant metrics and analysis is incorporated, and Unit successes, opportunities and challenges are articulated. Provide direction and mentorship to team members, in support of employee development and performance management.  .  Encourage a culture of continuous improvement in performance and outcomes. Foster a safe, healthy, engaged, open, and positive work environment. Establish annual objectives, priorities and plans for the Talent Acquisition unit, monitor plan performance and address challenges and opportunities proactively.  Identify human resource requirements.  Manage the unit’s operational budget, in line with the pillar’s budget, and approve expenses in accordance with their authorization limit or delegated authority. Report to the Director, People & Culture on the unit’s performance, and identify and raise risks and opportunities as required.  Ensure unit’s adherence to Service policies and standards. Perform other related duties as required.

How do I qualify?

 

Education/Experience:

 

  • Degree in Human Resources or related field. HR Professionals Association designation an asset. Registered Professional Recruiter (RPR) designation an asset. Minimum five years’ experience in an HR Manager role, with talent management or talent sourcing experience.

Skills/Competencies:

Demonstrated ability to translate talent needs into strategic and operational plans. Competence in utilizing data to advocate for Talent Acquisition strategies and resources. Excellent marketing and business acumen to position the organization as an employer of choice. Strong program management and change management skills and familiarity with a variety of event planning, Talent Acquisition concepts, practices, technology and procedures. Excellent interpersonal and customer service skills including the ability to engage and motivate others. Exceptional communication and influencing skills. Ability to effectively organize and prioritize work demands in a dynamic, fast-paced environment.
