Role: Technical Officer
Department: Engineering Training
Duration: 6 months - potential 6 month extension
Location: Tiverton, ON
Work Location: On site at Bruce Power Monday - Friday 40 hours per week

General Accountabilities

Reporting to the Section Manager Engineering & Technical Training, the Technical Officer is accountable for the following tasks:

  • Develop and deliver training as required (in classroom, field checkout, computer based training etc environments).
  • Scope and develop plans and schedules for assigned projects to a level appropriate to the specific assignment.
  • Monitor project progress and report to customer.
  • Manage changes to project scope, section resources, and schedules on a day-to-day basis.
  • Provide training technology advice and support to project team members consistent with approved processes and work practices.
  • Manage TIMS data change control and monitor health of TIMS training program data.
  • Create and maintain reports to ensure line and training management have the capability of obtaining the data they need.
  • Consult on process issues with line management.
  • Provide work direction to training staff.
  • Perform other duties as required.

The Technical Officer provides technical evaluation, considerations and proposals, as required in a number of major/minor work areas in a Bruce Power facility. Maintains instructions and procedures up to date, prepare reports, review proposals from external organizations. Participates in and supports training programs as required. On a periodic basis, supervises assigned staff involved in the above activities.
For these positions the candidate’s primary responsibilities are: developing and reviewing training materials, providing instruction, creating and/or editing and marking examinations, and otherwise assists in training programs for engineers and technical staff.

Specific Responsibilities

  • Section assignments in the areas of Engineering and Technical training.
  • Own all issues related to Training Courseware.
  • Provide performance improvement consulting / evaluation with respect to: Engineering and technical training.
  • Provide OJT program oversight.
  • Design and develop a Training Program including scope definition and development of plans for the program - from analysis through to implementation and evaluation.
  • Establish objectives, select instructional setting and methodology, develop content and evaluation methods.
  • Build strong relationships with stakeholders and subject matter experts to ensure the program is sustainable.
  • Create, maintain and revise Training Procedures as required related to Section assignment.
  • Receives assignments from Supervisor as well as identifies potential problems and opportunities in assigned areas and/or systems in the facility.
  • Assesses, evaluates and recommends initial disposition of the problems as requiring (1) further review and investigations, (2) abandonment of the problem as being the best alternative.
  • Receives approval and discusses proposed solution, as required with other personnel; such as, Section Managers, Shift Supervisors, Atomic Energy of Canada Limited (AECL), Candu Services and Head Office specialists, designers in Ontario Hydro or external to the Corporation.
  • Prepares submission including cost justification or financial evaluation as appropriate; recommends adoption of the proposal and steps required to incorporate it. Submits these for approval or forwarding if necessary.
  • Prepares as required and on receipt of authorization, detailed documentation of the proposal, such as equipment specifications, engineering calculations, installation, testing, operating and maintenance procedures, training materials and the like. Submits necessary documentation covering complete proposal for forwarding to responsible bodies for cost and installation approval if necessary. This includes Ontario Hydro, AECL, Ministry of Consumer and Corporate Relations, Canadian Nuclear Safety Commission (CNSC), International Atomic Energy Agency (IAEA) or other external organizations.
  • Completes FASAs, prepares, participates and follows-up on audits (internal and external ie CNSC, WANO, NORA Generates training demand reports and takes appropriate actions to manage training demand.
  • Makes improvements to training program by completing TCRs, TNA, QCIPs, REPASTs Implements contracts as directed for vendor training and provides necessary support CRC training representative, assists with preparation of meeting agenda, minutes, TQD etc.
  • Discusses installation or implementation with persons concered and ensures, where possible, that the installation is as was intended.
  • Instructs staff as necessary through lecture, field training, operating procedure and the like.
  • Keeps abreast of maintenance and operating problems (OPEX) and takes action to implement change as appropriate.
  • Cooperates with other departments and organizations such as Canadian General Electric (CGE), Babcock & Wilcox Canada Limited (B&W), AECL, Ontario Hydro Technology (OHT) and others in arranging for tests and providing appropriate documentation as required.
  • Keeps abreast of new developments in the field for use in incorporating same in department equipment or operation.
  • Maintains and/or updates operating and other specified department/divisional procedures. Receives assignments relating to procedures from Supervisor or identifies potential problems and opportunities. Discusses these with operating personnel or others as required to ensure current practices are recognized in the procedure. Prepares new or revised procedures consistent with operating licenses, policies, principles, department standard practices, standing instructions, maximum safety of operation, minimal risk of damage or loss, optimum frequency of routines; efficient operation and the like. Submits for review and approval.
  • Prepares reports to provide information and data in answer to external requests or for historical purposes. Initiates studies or investigations where opportunities for improvement are apparent. In some instances, these opportunities may be identified by the Supervisor. Collects, or arranges for collection, and analyzes data from past events or operations. Prepares reports, for distribution to various groups, outlining technical details of procedures, processes, results or conclusions and the roles played by various groups. The foregoing may include delivery of presentations. Provides explanations and answers to questions received from recipients of reports.
  • Participates in training programs to further own development and assists in the development of others. Attends lectures, does assignments and writes examinations.
  • Responsible for developing and reviewing training materials, providing classroom instruction, creating and marking examinations and otherwise assists in training programs.
  • May be required to gather and collate data for use in department budget preparation and to monitor variances to annual budget and submit to Supervisor for reporting purposes.
  • On a periodic basis, supervises staff involved in the above activities by assigning and checking work and as required give instructions and direction.
  • Performs other duties as required.

Skills and Knowledge:

  • Requires experience in, and a thorough understanding of, the SAT (Systematic Approach to Training) process.

  • Understands the Training Division's role in supporting Curriculum Review Committees, Station Training Committees and other Training Oversight Committees.
  • Requires experience to solve problems, to provide advice and guidance, to initiate developmental studies and to make recommendations during the design, commissioning and operation of a nuclear facility.
  • Ability to utilize standard software tools (e.g., MS Office, Project, Access) to support business needs.
  • Ability to analyze, design, and document business processes which optimize performance and resource utilization.
  • Ability to develop, maintain, and implement policies, procedures and programs.
  • Ability to maintain a strategic focus (i.e., ability to look ahead and prepare for the future).

Education and Experience:

  • Knowledge for this position requires completion of an accredited four year university degree in a related discipline plus 6 years of relevant work experience.
  • Professional Engineers Ontario (PEO) P.Eng. destination preferred.
