This is complex accounting and treasury work in assisting a superior in the management of the City of Burnaby's investment portfolio. Along with the analysis of cash flow and estimating daily cash needs, the Treasury Analyst effectively invests surplus cash or borrows required funds and maintains related records in accordance with accounting and legislative standards. Other duties include the investigation of financial institutions; keeping current with market conditions and maintaining key relationships with investment brokers, bankers and merchant service representatives; maintaining the City's letter of credit portfolio and liaising with departments to ensure adherence to policy and procedures; preparing, maintaining and reviewing a variety of reports, records and files related to the department's investment portfolio; and performing daily bank reconciliations and preparing electronic fund transfers. Performs related work as required.
Qualifications include completion of a degree in Business, Commerce, Economics, or a related field, supplemented by the completion of the Chartered Professional Accountant (CPA) Preparatory Non-Core Courses and completion of investment and banking courses (Canadian Securities Course, Canadian Investment Funds Course, and Certified Treasury Professional Course), plus sound related experience in investment management, or an equivalent combination of education, training, and experience. Thorough knowledge of the principles, practices, and procedures applicable to borrowing and investing funds; of the policies, rules, regulations and legal requirements governing the work; of the Community Charter as it relates to the work in a public sector environment; of cash management principles and practices. The ability to prepare, maintain and verify a variety of files, records, reports and documents related to the work. Comprehensive working knowledge of MS Excel and MS Word are considered assets.
