ABOUT THE ROLE

Reporting to the Senior Manager, Human Resources, you will be the main point of contact for Employee/Labour Relations and Recruitment activities for our Bethany CollegeSide and Bethany Sylvan Lake locations, with mixed workforces comprised of unionized and non-union employees.

The Advisor is responsible for creating partnerships with clients, employees and key stakeholders in order to providing advice regarding collective agreements, legislation and Bethany policies, conduct investigations and support performance management, leave management and recruiting functions. The Advisor will champion the candidate and employee experience by ensuring HR workflows are effective and data is routinely maintained for accuracy and required reporting is made in a timely manner.

The Advisor, Human Resources, will occasionally need to travel to additional sites or to the Corporate offices located in Calgary. You are required to have access to a car and able to drive.

Office Location: 99 College Circle, Red Deer, AB

ESSENTIAL DUTIES, RESPONSIBILITIES, AND PERFORMANCE MEASURES

1. Leadership

  • Modeling behaviours and actions that support the building of confidence in Bethany’s HR functions by stakeholders that are customer service focused, and aligned with principles of Service Excellence.
  • Develop and maintain effective and mutually respectful relationships with peers, clients, and stakeholders, acting as subject-matter expert and strategic advisor for all HR related matters.
  • Contribute to the development of clients and leaders’ competency and best practices in the areas of employee & labour relations, recruitment, and performance management.
  • Provide advise that identifies risk, is compliant with relevant law, collective agreements, and Bethany Policy, making recommendations and providing rationale as necessary to assist the decision making of clients, leaders, and peers.
  • Routinely seek opportunities to support peers and develop HR Coordinators with a generalist skillset to encourage their growth within Bethany Care Society for advancement, or to apply their unique skills to projects as they become available.
  • Develop and maintain effective two-way relations with Union MSOs and LROS to support lowest level resolutions whenever possible, while maintaining managerial rights in decision making and the application of the collective agreement(s) and Bethany policy.
2. Employee & Labour Relations
  • Accountable for all employee & labour relations investigations at assigned sites, and escalating matters involving management to the Senior Manager, HR for action.
  • Oversee the grievance process, supporting leaders and acting as employer representative as necessary according to the leaders' experience level and complexity of issues.
  • Ensures Bethany policies & procedures, employment, safety and human rights legislation, and collective agreements are adhered to.
  • Ensures a consistent approach to problem resolution, discipline, grievance and arbitration processes throughout Bethany. Engages centres of expertise to support restorative actions as appropriate, and to minimize recurrence of issues in areas of concern.
  • Ensures a consistent approach to investigation of employee misconduct, with matters regarding sexual harassment, conflict of interest, resident abuse being escalated to HR leadership's attention, prior to outcomes being delivered.

3. Recruitment

  • With input of clients, responsible for leading client site & department recruitment strategy to optimize workforce, and minimize usage of overtime, or agency supports whenever possible.
  • Responsible for full cycle recruitment including, postings, scheduling interviews, screenings, conducting reference checks, generating letters of offer and transfer, notifying union and members of successful applicants.
  • Research, plan and participate in recruiting events in support of client sites and Bethany Care Society in general.

4. Data Management & Reporting

  • Ensure the accurate and timely entry of data entered into Talent Management, HRIS, associated systems and trackers.
  • As required, routinely audit own work and that of partners for compliance of service level agreements, reporting recruitment efforts, performance management, accommodation, investigation, and grievance/arbitration file management, and as otherwise assigned.
5. Total Rewards
  • Review portability letters, recommend step placement accordingly.
  • Connect employees and handoff pay and benefit matters to the appropriate Centre of Expertise.
  • Acts as a point person for employees with inquiries about maternity and parental leave and provides necessary paperwork. Administers the top-up maternity plan and track time off.

QUALIFICATIONS

Education & Professional Designation

  • Post-secondary education in Human Resources Management or Business-Related Field.
  • Possessing or working towards CPHR Designation is considered an asset.

Minimum Experience

  • Three (3) years’ experience working in a HR administration and advising role.
  • Two (2) years’ experience in high volume recruitment.
  • Knowledge and understanding of employment law and regulations, legislative issues and industry trends relating to Human Resources.
  • Experience capturing and reporting HRIS metrics.

Desired Experience

  • Experience working in multi-site, multi-union workplaces.
  • Experience in Health Care.
  • Experience with interpreting collective agreements.
  • Experience with Agresso & JobVite.

Essential Skills

  • Good judgment, professionalism, credibility, and diplomacy.
  • Excellent written and verbal communication skills.
  • Excellent organization and time management skills enabling the balance of workloads and the prioritization of requests to meet deadlines with a strong attention to detail.
  • Advanced skills with Microsoft 365.

This is a new full-time temporary position, with a potential of being made permanent.
