Job description

The Ministry of the Solicitor General, Ontario Provincial Police, and the Bureau Commander of Business Management Bureau is seeking a qualified individual to provide financial, analytical and related administrative services.

The Financial Services Section, through its Controllership Services, ensures clear lines of accountability, stewardship of resources and evaluation of results achieved and OPP adherence to modern controllership practices. The section manages a broad range of financial activities including budgets and forecasts, accounting, and relocation. We aim to provide quality service, guiding our clients through the many processes required by government.

Business Management Bureau (BMB) holds itself accountable to providing high quality service to our clients and stakeholders while managing critical business functions for the organization. About the OPP:

The Ontario Provincial Police (OPP) is one of North America's largest deployed police services with more than 5,800 uniformed officers, 2,400 civilian employees and 830 Auxiliary officers. We provide essential services that ensure the safety and security of the people of the Province of Ontario. What can I expect to do in this role?

In this role, you will:

  • Provide financial, analytical and related administrative services to the bureau in the areas of controllership, fiscal and risk management, forecasting, financial planning, position management, procurement, monitoring and reporting
  • Administer the consolidated financial reports for multiple programs, to adequately record, track and forecast administrative, operating and capital expenditures.
  • Develop bureau procurement plan in conjunction with bureau managers to assist in forecasting for the year.
  • Coordinate the preparation for and management of fiscal month end and year-end closing, including preparing and submitting all necessary documentation within established deadlines.
  • Provide guidance to management and other staff regarding policies and guidelines for travel claims, procurement processes and various other financial and administrative policies as required.

How do I qualify?

  • Ability to pass an OPP background/ security investigation.

Knowledge, Skills and Abilities:

Financial Management and Accounting Experience:

  • You have demonstrated knowledge of financial and management accounting and auditing principles and practices as defined by Generally Accepted Accounting principles, policies, procedures and financial and procurement policies and directives.
  • You have demonstrated knowledge of financial and business best practices and the research skills to research financial controls and budget forecasting methods to recommend improvements to existing methods and procedures. Knowledge of relevant OPP/OPS policies and procedures related to the Ministry of Finance and Treasury Board Secretariat.

Financial Analysis and Planning Skills:

  • You know current analytical and financial planning and reporting standards and practices, evaluation review techniques, computer tools, quality assurance and modern controllership to provide expert business advice and consultation on financial and controllership issues.
  • You can strategically develop and apply valid problem-solving techniques and interpret and apply policies, procedures and guidelines appropriately.
  • You know and can use various computer software applications (i.e., Outlook, Word, and Excel) to prepare, update and maintain financial data and information, produce financial spreadsheets and graphs, prepare correspondence, reports, etc.

Interpersonal and Communication Skills:

  • You can work with staff at all levels and with internal and external partners.
  • You have presentation and oral communication skills to present analyses, estimates and forecasts and to make recommendations regarding options and strategies to bureau management.
  • You have written communication skills to prepare correspondence, reports, and other materials.

Organizational Skills:

  • You have organizational and analytical skills to determine objectives and priorities, and to plan, direct and coordinate various projects within established timeframes.
  • You have mathematical skills to create and troubleshoot complex mathematical formulae and perform detailed calculations.
