The Coordinator, Housing Strategy & Supports will improve outcomes related to housing stability, housing location, and landlord-tenant relations to build individual and family capacity. Liaising with a variety of community partners, this position focuses on relationship development and management with market landlords and rental companies. Working closely across CUPS Housing program staff, specifically with Housing Locators/Landlord Liaisons, this role will support the implementation of internal housing processes in the areas of housing location, landlord relations, and eviction prevention strategies and practices. The Coordinator, Housing Strategy &Supports will act as a coach and mentor overseeing a shared approach to landlord/tenant relationships to provide coordination, guidance, and support for shared housing processes across all CUPS programs, tracking and managing information related to housing outcomes. A systems-thinking approach will be key for success in the role.
The ideal candidate is passionate about housing as a human right and providing access and support for individuals experiencing housing insecurity and homelessness. This person will have strong communication skills and attention to detail and contribute to CUPS culture of collaboration, dignity, accountability, and continuous learning. The Housing Strategy Coordinator will promote culturally responsive approaches to housing and ensure the organization is evolving to meet the needs in the community. Candidates are expected to understand trauma-informed care and possess working knowledge of the Residential Tenancy Act, The Homeless Charter of Rights, and the Truth and Reconciliation Commissions’ 94 Calls to Action.
Leadership:
- As a member of our Housing Leadership Team, develop and maintain consistency across CUPS housing processes, approaches, and communications. Create strategies and practices that improve landlord-tenant relations, including researching and engaging with potential housing opportunities in private market housing.
- Working with Housing Locators/Housing Liaisons, engage with landlords to provide information and education regarding housing standards that are safe, well-maintained, and culturally informed.
- Create clarity for internal and external partners about housing trends and concerns, working to provide interventions that increase housing stability for CUPS clients.
- Support key program operations through a multi-disciplinary and collaborative mindset, ensuring equitable and preventative approach to Housing Strategy & community supports.
- As a subject matter expert, provide recommendations related to training, quality improvement, and best practices for Housing Staff in the areas of housing, residential tenancy dispute resolution, as well as obtaining and maintaining housing in community settings.
- Evaluate issues and concerns that are escalated by CUPS staff, including damage claims, arrears, and guest management, to provide conflict resolution and recommend solutions.
- Promote a culture that reflects CUPS purpose, ambition, and values.
- Participate in external committees and inter-agency meetings as required.
Organizational Duties and Performance:
- Coaching CUPS Housing Locators/Landlord Liaisons in relationship management with strategic housing partners, including supporting a positive, strengths-based approach to housing supports.
- Communicate effectively across teams with a shared understanding of the goals and outcomes of CUPS programs, supporting the best outcomes for clients.
- Support Housing Locators/Landlord Liaisons to provide effective walk-throughs, lease signings, move-in and move-out logistics. Provide vacation/sick-leave coverage occasionally for these services.
- Support tenant insurance processes, including submitting and resolving claims
- Chair meetings, including crafting agendas, terms of references, and meeting minutes. Promote clarity and housing stability through effective communication.
- Work with landlords and organizations to solicit new housing partnerships for CUPS clients to obtain housing opportunities.
- Act as a resource for dispute resolution with landlords working with CUPS and CUPS clients, supporting program management to make informed decisions
- Track and support reporting on housing information, including client move-ins, move-outs, lease tracking, rental rates/changes, moves, arrears, and other information as required.
- Maintain confidentiality, ensuring housing files (including lease agreements, move-in paperwork, insurance forms) and daily tracking information is kept up to date
Stakeholder Relations:
- Create strategies that will support effective working relationships across CUPS’ programs.
- Craft strategies and practices that support landlords through information sharing and education about CUPS programs.
- Support CUPS staff involvement in eviction prevention strategies and practices, supporting all stakeholder’s active involvement.
- Create the conditions for program improvement by fostering a culture of reflection and learning.
- Support the use of data and evaluation in daily practice and decision making.
- Share experience and knowledge with students, volunteers and guests interested in CUPS services to further develop CUPS social justice impact & external ambassador network.
Background required:
- Bachelor's degree in social services (Social Work/Psychology) with 2–3 year experience or Diploma in Human Services with 3-5 years’ experience within the vulnerable sector
- In-depth knowledge of housing principles, the Residential Tenancy Act, Calgary social and government services, with previous experience working withing the homeless-serving system of care
- Excellent conflict resolution & problem-solving skills with demonstrated experience in managing high conflict situations.
- Previous experience working in independent/outreach positions preferred.
- Demonstrated skill working effectively within a multidisciplinary team. Leadership/management experience is considered an asset.
- Knowledge and understanding of client service outcome tracking and previous experience with client assessment tools a benefit.
- Proficiency in client databases (ex. FCSS, HMIS, etc.) as well as MS Excel is considered an asset.
- Must have a class 5 driver’s license and vehicle to use for work purposes
