What you will do:

Reporting to the Manager, Compensation, Benefits and Administration, your primary responsibilities will include, but are not limited to, the following:

  • Maintenance, configuration and continuous improvement of the Human Resources Information System (HRIS),  PeopleSoft, including implementing system enhancements and upgrades through research, needs analysis, fit-gap analysis and all aspects of system testing
  • Support the implementation of HR systems, software and modules to support the corporate business plan and work with internal and external experts to troubleshoot system issues
  • Lead and / or  participate on project teams as the HRIS subject matter expert to identify technology and process implications; Assess how changing policies and legislation can be implemented in the HRIS system
  • Develop and maintain HRIS training materials and support with user training sessions 
  • Liaise with payroll to facilitate changes to pay, benefits and pension (including retroactive changes), and ensure collective agreements and employment legislation are being adhered to
  • Generate, refine and present standardized and ad hoc reports for management and the HR team including the delivery of statistical information for internal analyst
  • Serve as the lead internal contact for pension and benefit administration, inquiries and issues
  • Oversee the administration of pension and benefit enrollments, terminations, retirements, leave of absences, service purchases, omission periods for OMERS pension plan and meet with employees to provide information and guidance
  • Administer leaves of absence in accordance with corporate policies and benefit/pension plans
  • Reconcile and ensure accuracy of information for benefits billing
  • Research and develop new methods of efficiently communicating pension, benefit and compensation plans using technology to enhance staff understanding of City’s benefit packages
  • Create and complete compensation salary surveys and gather / analyze benchmark data 
  • Consult and collaborate with HR Business Partners and provide expertise and strategic advice to enable innovative business solutions
  • Provide guidance to the HR Coordinator and HR Assistant and conduct data audits to ensure data integrity; act as backup for data entry as required

What you will bring:

  • Post-Secondary education in Human Resources or a related discipline with five (5) years of HRIS experience (PeopleSoft Query and/or SQL is preferred) including transactional processes, systems architecture, configuration and upgrades; equivalent combinations of education, experience and training in related areas may be considered
  • Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) designation and experience working in a unionized and/or public sector environment is preferred
  • Experience in the administration of employee benefits and pension plans, such as OMERS
  • Experience configuring HRIS systems and processes including Core Functionality, Workforce Data Management, Workforce Development, Compensation Management, Time and Pay, Self-Service Applications, Recruiting Solutions and Security
  • Experience working with Human Resources and business operations teams in the development and implementation of solutions to enhance efficiencies and performance
  • Advanced computer skills including Microsoft Office applications (Excel, Word, PowerPoint, and Outlook), and the ability to learn new computer programs and software
  • Sound project management and program development skills with strong attention to accuracy and detail
  • Strong problem solving, analytical and decision making skills
  • Strong commitment to delivering quality customer service and excellent communication skills with the ability to develop and deliver employee training
  • Solid understanding of employment standards legislation and payroll processes
  • Ability to exercise tact and discretion in dealing with confidential information and issues
  • A passion for promoting and maintaining a healthy and safe workplace and the ability to work respectfully and effectively in a team environment
  • Demonstrated commitment to Reconciliation, Equity, Accessibility, Diversity and Inclusion

  • A Police Criminal Record and Judicial Matters Check satisfactory to the City
  • Proof of your current and valid certificate(s), licenses and/or educational qualifications, if applicable
