Job Function:

Accountable for performing payroll processing services for employees and pensioners including inputting, updating, and maintaining various computer systems. Ensure payroll processing activities are in accordance with payroll processing procedures, collective agreements, HR policies, and internal controls to ensure accuracy, integrity, and confidentiality of data. Strong data validations and auditing procedures are paramount to all payroll processing activities to avoid negative impacts to HR/government processing reliant on accurate data. Responsible for maintaining and producing remittances/reports and distributing information as needed and to working collaboratively within the team.

 

Job Description:

Payroll Analyst will be accountable for the following:

  1. Assist in the review and analysis of Payroll Operating Procedure Manual annually.

  2. Assist the Subject Matter Expert (SME) for Payroll processes.

  3. Provide analysis and investigation of Payroll escalations from Hydro One LOB; collaborating with Pay Services and Hydro One Human Resources to determine a resolution.

  4. Identify and implement key audit controls based on new and current payroll processes.

  5. Review and recommend potential solutions to other Payroll processes to increase productivity and efficiencies.

  6. Work with Application Maintenance team to resolve Payroll system (SAP) and functional process gaps.

  7. Monitor and investigate processes completed by Pay ensuring processes are implemented and utilized based on the approved SAP design of Payroll transactions/processes. 

  8. Review Security requests and provide recommendations to senior management

  9. Perform other duties as required.

 

Selection Criteria:

Education:

  • Requires a knowledge of accounting and payroll principles and business mathematics related to cost reporting and budget preparation in order to reconcile differences, analyze cost variances, monitor and control the budget and variances.

  • Requires a knowledge of computer operation and data processing to utilize system and computer application programs for the production of various accounting and payroll reports for inputting, extracting and updating reporting systems.

  • Requires good oral and writing skills to effectively communicate with internal and external contacts and prepare reports.This knowledge is considered to be normally acquired either through the successful completion of Grade XII in a Secondary, Commercial or Technical School plus a two-year course of concentrated study in the appropriate accounting subjects obtained in a Community College or by having the equivalent level of education.

 

Experience:

  • Requires experience in the application of budgeting, payroll reporting, internal control, etc.

  • Requires experience to be familiar with the organization and its payroll and financial operations and scope of function, policies, and practices related to the provision of effective range of financial services and the implementation and maintenance of key audit controls associated with payroll processes to meet corporate requirements.

  • Requires experience to be familiar with the organization, interrelationships between departments and internal and external contacts.

  • Requires experience with various software applications to produce financial reports. A period of up to 2 years is considered necessary to gain this experience.

  • Most of the work problems are normally resolved by applying standards, procedures, practices and routine. However, other problems associated with certain activities such as investigating and resolving payroll discrepancies require using some judgment which is based on demonstrable and defensible rationale for selections and deviation.

  • Requires frequent intermittent periods of operating keyboard equipment daily when preparing and monitoring payroll processes.

  • Requires varying periods of concentration which are usually of a prolonged nature when carrying out various phases of the work involving development, assessment and preparation of payroll processes.

  • Work assignments are normally received from supervisor with discussion on the job to be done and direction on any special aspects that may be involved. Work may also be self-initiated where the need becomes apparent and is cleared with supervisor and others that may be involved. Requires reference to the supervisor for direction where unusual problems arise. Requires keeping supervisor and others informed of the status and progress of the work and submitting reports for approval.

  • Requires contact with staff during the development, assessment and preparation of payroll reporting systems, etc, which requires cooperating with the various sources and to work with them on the resolution of problems of mutual concern.

  • Errors in conclusions or assessments made could result in unsound financial and payroll planning processes or ineffective financial reporting systems and control audit operations. Such errors, if not discovered by supervisor or others, could cause interruptions and delays to the work groups involved, some additional time and possible additional expense in making corrections.
