Reporting to the Senior Manager, the Recruitment OfficerTalent Acquisition will be responsible for the recruitment and acquisition of qualified replacement staff for designated employee group(s) within the TDSB and managing the end-to-end recruitment process, including sourcing, screening, interviewing, and onboarding candidates to meet the Board’s staffing requirements in schools and central departments.
The position will also be responsible for the management of the computerized dispatch system to facilitate timely response to daily staffing needs across designated employee group(s) within TDSB schools and central departments in accordance with Board policies and procedures regarding replacement of staff, and compliance with the terms and conditions of the Collective Agreements.
Summary of Duties:
• Responsible for the recruitment of replacement staff for a diverse range of positions to ensure adequate coverage for schools and central departments;
• Liaise with Principals and Managers to facilitate the interviewing and screening for potential employees;
• Identify sources for recruitment across all job categories and represent TDSB at external agencies, universities, community colleges, and career fairs to promote recruitment efforts;
• Liaise with People & Culture staff in the development and maintenance of an automated records management process for new hires;
• Ensure maintenance of full roster of replacement staff for designated employee group(s);
• Develop and co-ordinate process to ensure replacement staff continue to provide high level of service to TDSB;
• Responsible for ensuring completion of all documentation related to recruitment process and collaborate with other departments to facilitate the onboarding process for new hires.
• Ensure a smooth transition for new employees by providing necessary resources, information, and support during the onboarding period;
• Responsible for the management of the computerized web-based dispatch system for support staff, ensuring compliance with TDSB specifications;
• Collaborate with eSchool Solutions and Information Technology Services to facilitate system installation and upgrades, develop test parameters, and resolve any system-related issues promptly;
• Analyze demand for replacement staff and determine required numbers to ensure sufficient
coverage during regular and peak periods;
• Generate regular reports and metrics to track recruitment effectiveness, time-to-fill, and other
key performance indicators (KPIs) and respond to surveys on hiring statistics and projections
to inform recruitment strategies and decision-making processes;
• Provide leadership to a team of staff in responding to needs of end users including Principals,
Managers and Supervisors throughout the system;
• Responsible for the daily supervision of staff, including training, evaluation and performance
reviews;
• Support grievance and arbitration processes including research, gathering and preparation of
information and attendance at meetings, as required;
• Responsible for ensuring appropriate and timely system training for school-based and central
administrative staff, as well as newly hired replacement staff, to ensure effective utilization of
the dispatch system;
• Develop and deliver orientation and training sessions designed to meet needs of specific
groups of new hires;
• Collaborate with relevant departments to create and document policies, procedures and
business processes related to various aspects of recruitment;
• Utilize various channels such as job boards, social media, referrals, and networking events to
source potential candidates;
• Stay abreast of industry trends and best practices in recruitment and Talent Acquisition to
optimize recruitment processes;
• Develop, implement, conduct and maintain screening, interviewing and referencing processes
for replacement staff;
• Liaise with Guidance Department in TDSB schools to explore career opportunities for TDSB
graduates;
• Provide leadership in fostering equity and inclusiveness in the development and
implementation of programs and services; and
• Other duties as assigned.
Qualifications:
• University degree in a related field (e.g. Business Administration with a focus on Human
Resources) with four years progressively responsible recruitment and Talent Acquisition
experience for a large, multi-site , unionized employer or equivalent combination of education
and experience;
• Strong understanding of recruitment strategies and best practices;
• Familiarity with recruitment tools and techniques, including ATS, social media platforms, and
online sourcing methods;
• Training and/or experience in implementing packaged software solutions;
• Experience in system conversion and system implementation;
• Understanding of client information needs, policies, procedures and business process
automation needs;
• Understanding of the interfaces between corporate information systems (HRIS, SAP, TSSI,
etc) and how they operate and interact;
• Strong written, listening, oral and interpersonal communication skills including presentation
skills, instructional and group facilitation skills;
• Proven supervisory experience with strong leadership, mentoring and team building skills;
• Strong analytical/interpretative and problem solving skills;
• Strong project management skills and time management skills;
• Experience implementing HR procedures in a large unionized organization;
• Experience in interpreting and administering collective agreements;
• Knowledge and understanding of Board and/or departmental policies and procedures,
employment/labour legislation, etc.
• Computer skills, including word processing, spreadsheets, databases, e-mail, Internet, and
HR/Payroll Systems; and
• Proven ability in promoting equitable practices which value inclusiveness and diversity.

• Travel across GTA
