Summary Statement
Specialized Services; focusing on Human Rights, Harassment and Discrimination Investigations, Workplace Assessment, Workplace Restoration and policy creation/guidance.
Job Function:
Assist the Business Unit Human Resources Manager in the identification, development and implementation of Business Unit strategies, policies and programs and the provision of Human Resources services that
provide the overall framework within which Human Resources are managed within the Business Unit. Provide specialist services across the Business Unit in assigned disciplines/functional areas(eg Human Rights). Provide generalist services to clients that include, training and development, employee relations, administration, staff planning, employee counselling and organizational development. Participate and/or lead corporate or Business Unit committees as required.
Job Description:
-Develop Business Unit Human Resources policies, procedures, strategies and programs to meet specific Business Unit requirements and/or in response to corporate Human Resources initiatives for review and approval by the Human Resources Manager. Monitor Human Resources policy, procedure and recommended practice in the context of applicable legislative, corporate or Business Unit policy.
-Provide Business Unit coordination of service delivery in assigned specialty area and participate and/or lead project teams, corporate committees and task forces, policy and procedures, etc.
-Develop strategies and plan work programs and projects in assigned areas of expertise.
-Undertake special projects assigned by the Human Resources Manager dealing with Human Resources issues that impact across the Business Unit.
-Coordinate and/or lead project teams, as required, to carry out these assignments. Coordinate work activities, monitor work quality and take corrective action to ensure that program deliverables and deadlines are met.
-Be accountable for the implementation of corporate information and training programs resulting from legislative, corporate and Business Unit requirements and strategies such as Human Rights, Harassment and Discrimination, corporate direction, etc. Where necessary, design implementation, training or seminar activity. Implementation of such programs may require training sessions and may also require administrative systems including information provision and retrieval. Ensure programs are implemented as planned and follow-up, taking corrective action where necessary. Prepare reports to Business Unit and corporation on the implementation of programs and results.
-Provide expertise to line managers and their representatives through the provision of advice and services associated with a specialist discipline. As an advisor, participate in the development of plans and programs that will contribute to their ongoing operation.
-Coordinate and assist in Business Unit review of corporate initiatives providing input on the implications to the Business Unit of corporate decisions and challenging, where appropriate, action being contemplated. Coordinate the collection of divisional input andncorporate in the preparation of recommendations, reports for the Human Resources Manager and/or General Manager. Requires consulting and working with various stakeholders to assess needs, and collaborating with them to reconcile different positions in the overall best interests of the Business Unit.
-Provide a generalist Human Resources service to assigned client Groups (MCP).
-Facilitate and attempt to ensure consistent application of collective agreements, policies and legislation etc.
-Receive requests or anticipate the need for such interpretations and after determining the reason for a request or the nature of the problem, provide assistance to line management in resolving the issue, making use of background Human Resources experience or other resources as necessary.
-Advise managers of potential and real problems resulting from proposed courses of action and recommend alternative courses of action where appropriate.
-Develop and maintain a network of Human Resources professional contacts both within and external to the Business Unit for the purpose of issue identification and information sharing.
-Perform other duties as required.
 
Supervisory Responsibility
This position has no direct supervisory responsibilities, but does serve as a coach and mentor for managers and other team members
Work Environment
This job operates in a professional office and field environment. This role routinely uses standard office equipment such as laptop computers and cell phones.
Travel
Some out-of-area and provincial travel may be expected.
Selection Criteria
Required Education and Experience

-Masters of Industrial Relations (MIR or MIRHR), JD/LLB, Bachelors Degree or equivalent education and experience.
-Minimum of 5 to 10 years' experience resolving complex employee relations/HR issues.
-Requires a demonstrated knowledge of Employment Standards Act, 2000, Labour Relations Act, 1995, and Human Rights Code. 
-Knowledge of English to effectively communicate with various stakeholders including employees, supervisors/managers, union representatives.
-Demonstrated ability to successfully influence and advise various levels of supervisors and management, as well as external contacts. 
-Experience conducting workplace investigations, workplace assessments and workplace restoration
-Experience managing Human Rights accommodations
