In A Nutshell:
Reporting to the Manager, Transportation Planning and Development, this position fulfills a facilitation/coordination role for Active Transportation initiatives. The focus of this position will be across four major categories fostering Active Transportation:
Engineering: Improve Connectivity by Creating Safe and Convenient places to ride and walk.
Education: Giving people of all ages and abilities the skills and confidence to ride and walk.
Encouragement: Creating a strong cycling culture that welcomes and celebrates cycling.
Evaluation & Planning: Planning for cycling and walking as a safe and viable transportation option.
The preparation of the County Wide Active Transportation System (CWATS) master plan established a need for an Active Transportation Coordinator to focus on the following major components:
  • A comprehensive public engagement and consultation program designed to reach out to the general public and key stakeholders;
  • An assessment of the current state of walking & cycling in Essex County and the identification and assessment of directions and strategies to support transportation choice
  • Responsibility for the coordination and execution of Active Transportation planning, marketing, and education, including incorporating other municipal departments, agencies and organizations in the implementation of the Master Plan
  • Development of a Community Based Social Media (CBSM) program to extend public outreach initiatives
  • Development of a new Active Transportation interactive web-based map that identifies existing & proposed facilities.
  • Development of an implementation plan with recommended prioritized cycling/walking network projects.

Day In The Life:

  • Providing professional project leadership and expertise to a team of professional planning and administrative staff in policy and legislative initiatives by developing and updating Active Transportation monitoring plans, programs and services.
  • Working collaboratively with both the public and private sectors to improve Active Transportation as an attractive travel option and promoting environmental and financial gains of using sustainable modes of transportation.
  • Coordinating with area municipal staff and key stakeholders to maintain and develop Active Transportation programs and services.
  • Advocating the benefits of Active Transportation to stakeholders
  • Promoting active participation in program activities & education
  • Promoting Active Transportation in the Region.
  • Coordinating and assisting with events that support healthy living and Active Transportation and undertaking commuter and employee surveys to assess and monitor service feasibility and progress.
  • Chairing meetings and preparing reports to the CWATS committee, County Council and Municipal Councils as required
  • Creating, implementing and maintaining a system for tracking and monitoring progress on programs and projects

  • Identifying funding opportunities and working with municipal partners or applications
  • Leading the development and implementation of a County-wide education and safety campaign on how to use new Active Transportation projects, educating bicyclists and motorists on their rights and duties, and how to share the road safely.
  • Developing and distributing newsletters and promotional information including the use of social media (Facebook, Twitter) and updates for the www.cwats.ca webpage.
  • Managing applications for funding from the County
  • Performing other duties as assigned.
What We Are Looking For:
  • Must possess a University degree in Planning or Engineering (preferred), Urban Planning, Public Health or relevant field.
  • Master’s Degree will be considered an asset.
  • Must possess a professional designation in Planning or Engineering.
  • A minimum of 3 years of work experience in planning and marketing/promotion related to Active Transportation initiatives.
  • Knowledge of engineering and planning principles
  • Demonstrated experience working in multi-disciplinary environment.
  • Extensive experience in developing, designing and implementing service delivery strategies, policies and programs based on evaluation of operational processes.
  • Must be able to create and sustain an organizational climate to build positive relationships and earn the confidence of County leaders and staff as well as external stakeholders.
  • The ideal candidate will have a proven track record of collaboration with public and private agencies and staff; the ability to deliver complex projects; and a strong knowledge of municipal sector services.
  • Ability to perform work thoroughly, accurately and efficiently
  • Superior communication skills; ability to make effective group presentations, including to audiences in which there is dissent and conflict; and establish and maintain effective working relationships with County employees, County officials, representatives of outside groups, and the public.
  • Knowledge of the Ontario Traffic Manuals, related legislation, policies and processes related to the implementation of Active Transportation facilities.
  • Demonstrated ability to work in a multidisciplinary team setting using well-developed communications, analytical, problem-solving and computer skills with a proficiency in the use of standard software programs and tools for research and preparation of materials.
  • Proven ability to manage large, complex projects or programs including a demonstrated application of transportation planning methods with familiarity with Active Transportation, TDM programs or equivalent.
  • Demonstrated skills and sensitivity in working with schools, employers and public agencies.
  • Strong knowledge in developing, monitoring and evaluating new programs.
  • The ability to ensure that design and construction of municipal infrastructure conforms to required standards, specifications, procedures, etc.

What We Are Offering:
A competitive hourly rate of $33.71 as part of Cupe 2974.1. The benefit package is second to none and the defined benefit plan of Ontario Municipal Employees. Retirement System (OMERS) is a pension system sought by many. The position is a 35 hours per week.
