The Assistant Facility Authority’s (FA’s) are accountable:
1) Provide oversight and leadership to a very large multidisciplinary groups involved in support of decommissioning.
2) To maintain the safety envelope of Facilities to ensure the safety of the Public, the Environment, and the workers.
3) To care and maintain all buildings under the decommissioning license (currently over 100 buildings) until the building can be brought to a safe state for removal from decommissioning license oversight.
4) Approve all project work, ensuring any projects working on the facilities are qualified and adequately resourced.
5) Delegated reporting Authority and License Holder; ensure all buildings stay within codes and regulations as they are decommissioned.
6) Upon completion of qualification the successful incumbent will be progressed through promotion to the Facility Authority.


What will you be doing !

The FA has been formally delegated, through the CNL Chalk River site license, the Authority and responsibilities for all facilities transferred to Decommissioning.
The position encompasses the following major responsibilities:
1. Ensuring that all facilities are maintained, cared for and decommissioned in a safe and compliant manner. These responsibilities are met through the establishment of safe working practices, personal development, and oversight.
2. The adherence to the requirements of all licences, permits, regulations, and any applicable federal and provincial legislation.
3. Official contact with regulatory authorities, including the reporting and investigation of unplanned events, periodic inspections, etc.
4. Resource Management including resource planning, recruitment, and the appointment and authorization of Facility Managers.
5. Implementation of the Systematic Approach to Training (SAT) program.
6. Financial performance against the business objectives.
7. Approving all work to be carried out by projects.
8. Acting as Incident Authority or appointing an Incident Authority for emergencies originating in or affecting the facilities.
What we are looking for :

Experience:

In addition, the incumbent must have the following expertise:
  • Must have demonstrated leadership and interpersonal skills, along with the ability to delegate effectively, conflict resolution, and constructive negotiation.
  • Ability to lead in a team environment, maintain a clear focus on team goals, and establish good rapport with groups and individuals of many diverse professions is required.
  • Strong problem-solving skills are essential.
  • Must demonstrate a mechanical aptitude and have a sound working knowledge of mechanical systems, process systems and basic instrumentation.
  • Must have a strong knowledge in the workings of a nuclear facility.
  • Must have a working knowledge of the hazards associated with handling radioactive materials. Demonstrated knowledge of ALARA principles including hazardous work assessments and radiological work planning within a nuclear operating environment.
  • Demonstrated experience in managing successfully completed projects.
  • Strong organizational, planning, and analytical skills.
  • Ability to perform a variety of duties, changing tasks without loss of efficiency or composure.

Education:

Must be capable of completing the training and certification process to become a Facility Authority in Decommissioning and be willing to accept the responsibilities of the Facility Authority once completed. The requirements include the following:
  • Must hold a university degree in science or engineering, or equivalent combination of education, knowledge, and experience.
  • Must have a minimum of five years of experience in the operation or maintenance of nuclear facilities, which includes supervisory experience. This should include experience with the application of CAN/CSA Nuclear Standards requirements, CNSC regulatory documents and the application of radiation protection principles.

Security Requirements:

Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom . CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
