Job Summary:
The Clinical Manager at Orca Lelum plays a fundamental role in overseeing the clinical operations in alignment with the organization's vision, mission and goals. Reporting to the Wellness Center Director, this position involves actively participating in the development, implementation, and evaluation of the withdrawal management and stabilization program, with an emphasis on crisis response. The Clinical Manager functions as a clinical resource, providing expertise, consultation, and in-service training to team members, other program teams, and community service partners regarding the treatment of clients. Additionally, the role includes supervising the medical professionals on the team, ensuring service excellence while actively participating in patient care, teaching, and problem-solving, with a commitment to balancing managerial responsibilities and ensuring reporting staff maintain appropriate clinical care.
Job Duties and Responsibilities:
1. Leadership and Team Management:
a. Lead recruitment, interviewing, hiring, and performance supervision of staff within the withdrawal management and stabilization program.
b. Develop and implement staff orientation, training, and practicum student training programs to support them in meeting competency requirements.
c. Coordinate the day to day clinical operations, by supervising and directing staff, and assigning work as necessary.
d. Provide input into medical staff performance. Monitor and evaluate staff performance, and offer on- going constructive feedback.
e. Lead withdrawal management and stabilization team meetings and assist treatment and wellness planning meetings.
f. Coordinate and contribute to the resolution of risk management issues.
2. Clinical Expertise and Resource Person:
a. Utilize clinical expertise to provide in-service training to staff, healthcare professionals, and work closely with community service providers.
b. Develop, recommend, and evaluate educational materials.
c. Act as a resource person to physicians, nursing, and allied health professionals.
3. Scheduling:
a. Establish staff schedules to ensure coverage around the clock, 365 days-a-year or as required;
b. Publish schedules with a minimum of two weeks’ notice to staff.
c. Track and approve all leaves, including vacation days, sick days, bereavement, and other leaves as per the Orca Lelum leave policy
d. Work in partnership with the wellness and treatment program managers to ensure shifts are backfilled when regular staff are unable to fill their shift due to holidays, sick days, or other approved leaves as established in policy.
4. Assessment and Treatment Planning:
a. Direct and coordinate comprehensive assessments of health, social, and psychiatric history for each youth.
b. Oversee the youth’s admission process and ensure front-line staff are actively monitoring changes and providing support services.
5. Administration Support:
a. Oversee the documentation of nursing observations and interventions by registered nurses and other front- line staff. Prepare monthly or quarterly statistical reports to management as required.
b. Oversee and participate in program activities to promote improvements in youth care and safe and seamless program delivery and operations.
c. Assist with other administrative duties such as human resources and finance as assigned.
6. Quality Assurance/Improvement:
a. Develop tools, processes, and criteria to continuously evaluate program effectiveness.
b. Collaborate with the management team and other team members to develop, review, revise, and update procedures for the service area.
c. Develop and maintain program policies and procedures.
7. Pre- Opening Duties:
a. Lead the development and implementation of Orca Lelum Withdrawal Management and Stabilization Program.
b. Lead the development and implementation of related policies, manuals, and procedures as deemed necessary or as directed.
c. Collaborate with the Orca Lelum management team to ensure a cohesive implementation of all Orca Lelum services.
d. Lead or assist in other special projects as directed.
8. Other job duties as required, within scope.
Qualifications & Requirements:
- Graduation from a recognized nursing program or a related health discipline, or Advanced Diploma in Psychiatric Nursing, or Diploma with Canadian Nurses Association (CNA) certification for specialty and/or service area or an equivalent combination of education, training and experience. Registration with BC College of Nurses and Midwives as a practicing RN registrant or a practicing RPN registrant. Minimum of three years recent related experience in area or an equivalent combination of education training and experience.
- Valid Class 5 BC Driver's License
- Valid First Aid Certificate - Emergency First Aid – Community Care
- Must consent to a criminal record check.
- Must consent to a prior contact check.
- Good working knowledge of Coast Salish teachings is an asset.
Skills & Attributes:
- Demonstrated knowledge of current theories, technologies, legislation, and practices in the area of crisis response, mental health, and withdrawal management treatment.
- Understanding of the characteristics and issues involved in the care of youth with serious and persistent mental illness, substance use, and addictions.
- Knowledge of program management principles and treatment center environments.
- Strong communication skills, both verbal and written.
- Ability to work collaboratively with different teams.
- Effective organizational and prioritization skills.
- Ability to work independently in a fast- paced environment.
- Proficiency in planning, organizing, and evaluating youth receiving care.
- Skill in assessing learning needs and teaching using youth education principles.
- Flexibility in work hours, including weekends and evenings, may be required
