Position Summary
Reporting to the Manager of Transit & Fleet Maintenance, this position manages and directs all activities and staff related to the design and delivery of comprehensive maintenance programs for the Transit & Fleet’s services. A key requirement of this position is the planning, directing, and organization of resources in order to maximize the level of safe, efficient, and effective delivery of maintenance services including preventative maintenance, breakdown and accident repair, washing and cleaning, and fueling.
This position maintains team focus on promoting client satisfaction by enabling a respectful, engaging and learning work environment, and developing a workforce that is high performing, innovative and focused on customer service. Full supervisory responsibilities are exercised over applicable staff. Typical duties include:
Participates in strategic and tactical planning required to establish long- and short-term plans for the delivery of maintenance services.
Ensures compliance with all related regulatory requirements.
Provides leadership and guidance in all technical planning related to the development of maintenance programs and fleet stores.
Manages all human resource related activities within the area of responsibility, including all aspects of employee relations, performance management including individual work plans, recruitment and selection, and progressive discipline management.
Provide leadership, coaching, mentoring and development of direct reports.
Ensure growth and development of staff through the identification of technical training needs to ensure technical skills are kept current.
Promotes stewardship of fleet assets, makes recommendations regarding specifications for new equipment purchases.
Participates in the branch budget development, monitoring, and reporting processes.
Develops and supports the implementation of annual, monthly, and daily maintenance work plans.
Analyzes daily maintenance requirements and prepares daily maintenance work plans according to maintenance priorities and availability of resources.
Monitors the completion of inspections and maintenance work plans and maintains and updates computerized maintenance records.
Responsible for the administration process of new vehicle warranty claims.
Develops and monitors preventative maintenance and overhaul schedules, for both body shop and mechanical work.
Maximizes availability of vehicles to meet operational commitments and optimizes utilization of resources; identifies, analyzes, and recommends potential efficiencies, cost savings, process improvements, and effective communication procedures.
Monitor productivity and efficiency and initiate efforts to gain improvements
Conducts production meetings to ensure the availability of resources to complete the scheduled maintenance activities.
Assigns, prioritizes, and monitors the work of direct reports.
Maintains current knowledge of industry best practices with respect to fleet maintenance.
Follows generally accepted scheduling practices and uses judgment and reasoning daily to develop improved maintenance procedures.
Acts on behalf of the Manager of Transit & Fleet Maintenance as required.

Typically, the educational knowledge, skills and abilities for this position are obtained through the successful attainment of a University Degree in Engineering Technology, Management Degree and/or Journeyperson Status in the vehicle repair trades. Comprehensive knowledge of fleet service operations and management, including operational and decision-making processes including design and development of analytical reports, plus five years operations and supervisory experience within a fleet management environment.
Knowledge of applicable Federal, Provincial, and City bylaws, policies, procedures, and legislation, including the Highway Traffic Act, Transport Canada Acts and Regulations Knowledge of budgeting, planning, organization, and management. Ability to supervise and motivate staff. Ability to think strategically and contribute to the development of branch business plans. Demonstrated leadership skills in performance management including planning and delegating work to ensure assigned tasks and duties are effectively and efficiently completed. Ability to communicate effectively, both verbally and written. Ability to analyze and solve problems quickly and in a logical manner. Ability to exercise a high degree of initiative and work with a considerable amount of independence demonstrating sound judgement. Analysis, research, and judgment skills in order to develop efficient and effective maintenance schedules, resource improved procedures, and track the variances between scheduled resources and actual resources used. Detail and proofreading skills in order to ensure all work orders and paperwork are completed entirely and correctly. Proven proficiency in the operation of a personal computer, using software applications such as Microsoft Word, Excel, PowerPoint, and Project Ability to read and interpret legislation, policy and procedure manuals, work-related and technical journals, manuals, reports, correspondence, and supplier information. Ability to write detailed, and occasionally technical, reports to committees and management regarding a wide variety of subjects pertaining to fleet management, policies and procedures, proposals; schedules; and correspondence.
Working/Other Conditions: This position works in a standard office for the majority of the time and is required to take regular trips to the garage area, where the incumbent follows Occupational Health and Safety regulations/policies and uses personal protective equipment to minimize risks associated with diesel odors, dirt, oil, chemicals, and varying degrees of sound. Must possess a valid class 5 driver’s license for the Heavy Equipment and Light Fleet Facility: a valid 1-A license for the Heavy Truck facility and an air endorsement for Transit Fleet Maintenance facility. May be required to work outside in the inclement weather conditions. May be required to shift work, non-regular hours.
