The Universal Cells (UC) facility, and the Fuels and Materials Cells (FMC) facility will be replaced with modern integrated facility, the Advanced Nuclear Materials Research Centre (ANMRC). This center will form the cornerstone of CNL's mission to efficiently and cost effectively deliver Science and Technology.
There is a project in place to design, build, and commission the ANMRC. The Facility Manager of the ANMRC will be part of the project team and is responsible for providing the overall technical direction for the shielded facilities, ensuring the applicable requirements will be met, and the facility will be operable and maintainable in an efficient and sustainable manner. Once the ANMRC facility is constructed, the Facility Manager will be responsible for the safe, compliant, and efficient operation of the shielded facilities. The Facility Manager is also expected to qualify and act as a designate for the FMC and UC Facility Managers.
What you will be doing:
During the delivery of the ANMRC project, the Facility Manager is responsible for providing the overall technical direction for the shielded facilities, ensuring the requirements will be met, and the facility will be operable and maintainable in an efficient and sustainable manner once it is complete. This includes representing Operations' interests, providing operability reviews, developing staffing requirements, operating procedures, etc.
The Facility Manager will help build the operations team and ensure the team is capable of safely and efficiently operating the facility.
The general responsibilities will be as follows:
- Ensuring the Facility is operated in accordance with the license, the Safety Analysis, and the Conduct of Operations procedures.
- Ensuring there is adequate technical support for the Facility operations.
- The appointment, training, development, and qualification of all direct operating personnel.
- Approving operating procedures and work-control procedures.
- Approving and implementing the Conduct of Operations procedures.
- Approving non-routine operations, cell requests, experiments, and facility modifications.
- Approving work permits for the maintenance of Safety-Related Systems.
- Obtaining criticality approvals and ensuring compliance.
- Ensuring that unplanned events are investigated and internally reported.
- Managing the emergency response function within the Facility.
- Ensuring that all logs and records are properly maintained and stored.
What we are looking for:
In accordance with the UC and FMC Facility Authorizations, “the Facility Manager shall possess a Bachelor degree in engineering from an accredited university program, or an honours science degree, and shall have relevant experience in remote handling and facility operation.
- More than 4 years of engineering experience.
- Must be willing, and have a demonstrated ability, to complete the training and certification requirements to become a Facility Manager [145-510000-PRO-003] and Facility Authority in both of the Universal Cells and the Fuels and Materials Cells facilities. This is demonstrated through:
- A familiarity with the Universal Cells and Fuels and Materials Cells facilities.
- An in-depth technical knowledge of the Facility Authorization, safety-related systems that are required for the prevention and mitigation of accidents, and Limiting Conditions for safe Operation and the consequences of exceeding those limits.
- The Design basis of the facilities.
- Knowledge of the tasks performed by the facility personnel.
- Knowledge of nuclear operation quality management principles, industrial, environmental, radiation protection, and criticality-safety principles and requirements.
- Must have a proven track record as a strong leader, with the ability to motivate team members.
- Must have the ability to troubleshoot and understand root cause analysis, the ability to evaluate issues and make informed decisions, and the ability to provide leadership and technical direction to resolve operational issues.
- Must have high personal standards of performance, and commitment to the safe operation of the facility.
- Must have sound judgment as demonstrated by a conservative approach toward nuclear and personnel safety, logical and conservative decision-making, and a willingness to “Stop Work” in unsafe or uncertain situations.
- Must be able to effectively communicate technical issues and defend proposed solutions.
- Must be able to write technical reports of high quality.
Security clearance eligibility required: Level 2 Secret with 5 year SASC which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat “Standard on Security Screening” and the “Policy on Government Security”.
