THE DIVISION:
The Office of the Chief Information Officer (OCIO) leads strategy, policy and standards for telecommunications, information technology, IT security and the management of the IM/IT investment portfolio for the Province.
The OCIO's Enterprise Services division enables Government to deliver services to citizens by providing high quality, secure and cost-effective information management and technology services.
JOB OVERVIEW
To provide senior financial, budget, accounting, reporting, and advisory services for government's capital and operational expenditures for Device Services Branch of the Ministry of Citizens' Services and supporting business outcomes across all ministries, including expert advisory services, policy and procedures development. Plans, executes and controls accounting, budgetary and financial management practices, systems and procedures required for the efficient and effective operation and conduct of government programs and activities. They provide functional direction and advice on the control and use of financial resources.
As part of the next generation of Managed Workplace Technology Services (MWTS) Contract , the Province is using a new Economic Model that better aligns the Service Provider's interests with the Outcomes and Objectives and that supports an outcome-based business relationship and contract. Of particular importance to the Province is an Economic Model that incents the Service Provider to achieve Outcomes and Objectives, develop innovative technologies and practices and improve service quality. This position will be responsible to develop and implement the new Economic Model for the province.
Job Requirements:
  • Bachelor's degree in Economics, Commerce, Business or Public Administration, or equivalent combination of education and experience.
  • Professional accounting designation required: CMA, CA, or CGA.
  • Experience developing and implementing an economic model for outcomes based contracts, is preferred.
  • Experience in budget development and estimates preparation, financial planning and analysis, budget monitoring, and preparation of reports for executive staff.
  • Experience interpreting legislation and conducting analytical research to support budget development and evaluation.
  • Experience analyzing financial data for variances and trends and recommending remedial action.

About this Position:
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
The position headquarters will be Victoria, Vancouver, Richmond, Surrey and Prince George
