Reporting to the Senior Manager, Operations, Maintenance & Community Use, the Regional Manager will be responsible for:
● providing management and leadership to staff who deliver direct services to TDSB facilities, in the areas of operations (e.g caretaking/custodial ) maintenance services (e.g. scheduled, preventative, fleet, environmental ) central services (e.g. administrative, permits, security operations, real estate sites);
● ensuring appropriate level of community liaison is maintained with all who use TDSB facilities, including but not limited to, trustees, students, parents, staff and the community;
● working cooperatively with the Senior Manager and staff to ensure services are provided efficiently and on a cost-effective basis;
● implementing and maintaining a Single Point of Contact Model, streamlining facility processes for TDSB schools and facilities ; and
● ensuring compliance with all applicable legislation, e.g., Occupational Health and Safety Act (OHSA) and relevant codes and regulations.
Note: The Regional Manager will be assigned to manage a designated service area (e.g., Operations, Maintenance, Central Services) and will be responsible to oversee system wide functions.

Summary of Duties:
● Manage the daily operations of the provision of direct services to all TDSB facilities including custodial services, maintenance services, landscaping and grounds maintenance, facility health and safety, security services, community use of schools, fleet management, utility and environmental;
● Provide effective management and leadership of staff (both union and non-union), including hiring, motivating, identifying staffing and training needs, conducting performance evaluations and disciplinary actions;
● Represent the department on employee/labour relations issues/committees (e.g., grievances, labour/management committees, occupational health and safety);
● Foster an environment that supports strong union management relations with open dialogue to find solutions and to develop a positive and productive work environment;
● Develop, design , implement and review appropriate work processes, resource allocation between units, and review service delivery against agreed-upon standards;
● Develop and maintain standards, procedures and related documentation;
● Provide leadership to special projects and internal committees to ensure timely and appropriate outcomes;
● Participate in the departmental strategic planning process, including identifying divisional strategic issues, develop appropriate action plans to deal with these issues, and establish target dates for resolution;
● Prepare and review reports/presentations for the Executive Officer, Senior Manager, Associate Director, Senior staff, the Board and other stakeholders;
● Provide advice, guidance and recommendations to the Senior Manager regarding strategies, business plans, status reports and policy development;
● Work closely with the Senior Manager to develop, review and monitor budgets, including expenditure review and authorization;
● Conduct analysis of monthly transactions for variances, year-end projections and forecasting future budget needs, including multi-year forecasts;
● Act as a contact person for Trustees, the Director, Senior Staff and other TDSB staff on matters pertaining to area of responsibility;
● Identify and evaluate technology requirements to meet the needs of the department;
● Attend and participate at various Board, committees and other meetings to resolve concerns and discuss emerging issues;
● Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services;
● Represent the department at meetings with outside organizations and groups, and
● Other duties as assigned.

Qualifications:
● University degree in related discipline (e.g., Business Administration, Engineering) with eight years of progressively responsible related experience in facilities management for a large multi-site unionized employer, or an equivalent combination of education and experience;
● Hold or be eligible for accreditation with a provincial/national/international and/or property management association (e.g., Building Owners & Managers Association (BOMA), International Facility Management Association (IFMA);
● Thorough understanding and extensive knowledge of facilities management, with specific emphasis on direct service provision;
● Experience in general management and knowledge in the areas of staff management, labour relations, health and safety, operations management and budgeting;
● Knowledge and understanding of related Board and departmental policies, procedures, collective agreements, Occupational Health and Safety Act, Employment Standards Act and other relevant legislative requirements or regulations;
● Supervisory experience with a proven record of effective leadership, with ability to lead and produce results;
● Strong business acumen and well-developed analytical skills;
● Demonstrated ability to manage a budget;
● Knowledge and understanding of direct service and facilities support service needs;
● Analytical, problem-solving and conflict resolution skills;
● Demonstrated ability to participate in public meetings and to establish and maintain effective relationships with community groups, elected officials and other Board staff;
● Ability to deal proactively with community concerns;
● Ability to facilitate and negotiate resolutions to issues;
● Strong written, oral and interpersonal communication skills, including report-writing and presentation skills;
● Proven ability in promoting equitable practices which value inclusiveness and diversity; and
● Computer skills including spreadsheets, databases, project management and presentation packages.
Special Requirements:
● Provision of own vehicle for Board business;
● Requires travel to TDSB sites on a regular basis;
● Requires wearing safety equipment (e.g., safety shoes, hard hat when visiting construction sites).

Work Year: 12 months
