Senior Business Analyst, Clinical Informatics, BCMHSUS
Forensic Psychiatric Services

The Senior Business Analyst (SBA), Clinical Informatics reports to the Manager, functions as a member of the management team and is responsible for providing leadership, analysis, support and stakeholder engagement for project initiatives and operations in support of strategic and operational decision-making related to technology solutions across BCMHSUS sites. This role engages in multiple initiatives, and is responsible for project planning, business requirements gathering (i.e. data, clinical workflow/business process and functional needs), data analysis and supporting in the execution of projects and change management. The SBA creates confidential business cases, briefing notes, and reports including estimating required financial and staff resources for initiatives/projects; develops standard operating procedures and processes; and drafts policy for leadership review as directed. Coordinates evaluation and implementation of procedures/processes and/or applications including planning, recommending timelines and mitigating risk.
The SBA regularly attends and provides updates at management meetings including governance meetings and is privy to sensitive management and vendor information in order to carry out their duties. Identifies, documents, and resolves issues with data in collaboration with business stakeholders, and supports and liaises with IMITS. The position communicates with stakeholders at all levels to develop solutions for the business, provide strategic and advisory services, and to ensure requirements are met. The SBA contributes to creating a strong team environment by fostering trust and mutual respect, and supporting open dialogue on issues that allow for the optimization of projects and strategic goals. The role also supports BCMHSUS' efforts to continually improve on the high quality of services provided to various partners.
What you'll do
  • Analyzes operational problems and recommends innovative solutions by investigating issues, critically evaluating information gathered from multiple sources including projecting costs for staff and devices, reconciling conflicts, decomposing high-level information into details, abstracting up from low-level information to a general understanding, distinguishing user requests from the underlying true needs, and driving and challenging business assumptions. Prepares in depth business and analytical reports for executives and all levels of governance to inform leadership decision-making. Ensures accuracy and reliability of these reports and analyses.
  • Elicits business requirements by engaging clinical/program operation owners, key stakeholders and subject matter experts, and using methods such as interviews, environmental scanning, document reviews, business process descriptions, "use case" scenarios and workflow analysis.
  • Acts as an advisor to the team(s) by assessing project risks, identifying risk mitigation strategies and opportunities, monitoring risk throughout the life cycle of the project, and providing specialized expertise, analysis and advice to stakeholders to support the BCMHSUS goals and objectives. Recommends solutions to achieve goals and outcomes.
  • Partners with Business Technology Lead in support of the planning, implementation, and subsequent analysis of functionality and effectiveness of project delivery including recommending improvements.
  • Coordinates implementation of processes and/or applications by acting as liaison between the business units, technology teams and support teams, and by ensuring documentation, user testing, user training, and business process change management are in place.
  • Facilitates consensus on issues, including business design features, program changes, data requirements, privacy issues and reports. Attends and participates in management meetings, has action items to complete and provides updates. Facilitates and leads various operational and project committees and teams. Communicates information, makes recommendations and raises issues/concerns to the Manager.
  • Provides business support with the goals, objectives and operations of the team. Develops and updates standard operating procedures and drafts polices for review as requested. Evaluates business processes, and identifies and recommends new tools/applications to improve work processes and user experience. Manages, develops, interprets and maintains up-to-date databases and information resources. Assists with internal audits by pulling system information such as information employees have accessed.
  • Develops and recommends budgets, monitors expenditures, analyses and reports on variances and implements remedial action for assigned projects and operating budget as required. Allocates resources to achieve goals.
  • Proactively identifies opportunities for process improvement that could result in added value, operational efficiencies or cost efficiencies and resolves complex issues, and makes recommendations for new approaches to issue resolution. Supports the development of an innovation network, via engagement and collaboration with academia and industry in resolution to operational and clinical issues.
  • Supports testing, the development of implementation materials, and process definition and design.

What you bring
Qualifications
  • A level of education, training, and experience equivalent to a Master's degree in Business, Health Informatics, Computer Science or a related discipline plus a minimum of five to seven (5-7) years' recent related experience.

  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).
  • Proven ability to work creatively and analytically in a problem-solving environment, utilizing advanced critical thinking capabilities.
  • Understands business analysis, project management methodology, and process improvement.
  • Knowledge of financial forecasting, analysis and budgeting.
  • Excellent oral and written communication skills.
  • Demonstrated experience organizing and writing application related documentation and proposals.
  • Demonstrate ability in preparing professional reports and business cases.
  • Demonstrated ability to perform accurate, advanced data manipulation, analysis and information.
  • Ability to communicate complex ideas in simple terminology
  • Ability to understand and clearly relate technical information to internal and external members of the organization.
  • Superior ability in presentation, facilitation, persuasion and issue management/escalation.
  • Ability to facilitate and encourage cooperation between diverse operational groups and skill sets.
  • Strong skills and experience in MS Office (Excel, Word, PowerPoint and MS Project), SharePoint and Visio.

Job Type: Temporary, Full-time
Salary Range: $72,445 - $104,139 / year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
