General Accountabilities
-Provide field health, safety and environmental management support to the Corporation and to Helicopter Operations to achieve optimum performance.
-Interpret legislation and corporate policy and develop and line of business approaches to safety and environmental matters.  
-Develop policies, procedures, standards and specifications designed to protect, employees, the public and the environment.
-Participate and deal with potential problem areas enabling the business to move forward in the competitive environment.
-Develop, implement and oversee of the Hydro One aviation safety system and program, helping to ensure a strong safety culture is engrained throughout all areas of the organization. 
-The Aviation Safety Lead is the ‘Safety Prime’ representative for the broader Hydro One organizational safety program.
-Support the Superintendent in implementing the Helicopter Services goals/objectives/strategies by providing an effective aviation safety program.
 
Specific Accountabilities
Through collateral relationships with respect to the Superintendent, Chief Pilot, and Supervisor of Helicopter Maintenance, provide the following:
-Administer the environmental, health, and safety programs for the Corporation, including activities such as environmental, health and safety education, collection, analysis and distribution of Environmental & Health and Safety performance data, audits,
-Monitor specific aviation regulations, legislation and Corporate policies in the area of health, safety and environment provincially federally and beyond. Deal with external agencies to develop suitable outcomes on behalf of Hydro One
-Conduct investigation on infractions or contraventions to the Aeronautics Act, Canadian Aviation Regulations and/or Hydro One Policies and procedures by any Hydro One employees or external contractors who are completing Hydro One work.
-Developing and providing training to employees and managers on the aviation safety system, their roles and responsibilities within the system and any procedures and/or practices applicable to their role;
-Conducting, facilitating and/or assigning risk assessments and job hazard analysis as required. Monitoring and evaluating the effectiveness of established barriers and other risk controls.  Developing, maintaining and monitoring the Hydro One aviation safety reporting system for incident, hazard and risk reports and trends. Conducting and/or assigning aviation investigations, root cause analysis and inspections as required;
-Participate with other staff in development of work procedures and methods to minimize environmental & health and safety hazards to all staff. Provide environmental & health and safety expertise to the development of maintenance activities and work plans used by all management and supervisory staff to minimize hazards.
-Provide advice and guidance on policy and practices, including of corrective actions in response to aviation safety reports, and that these actions are taken and communicated to all affected employees in a clear and timely manner;
-Reviewing all corrective actions for effectively and continuous improvement and developing initial and/or final safety review reports as necessary Lead and/or facilitate multidiscipline teams. Lead and/or support compliance review process, investigations, special projects or studies in specific environmental & health and safety technical and managerial matters with the various lines of business within Hydro One
-Oversight of internal and external communication tools (newsletters, posters, safety alerts) that disseminate vital Aviation safety information;
-Continually improving of the Aviation specific elements of the Emergency Response Plan, including developing, facilitating and/or participating in drills or exercises;
-Supervising and supporting base aviation safety activities;
-Liaising with Transport Canada Civil Aviation and monitoring the concerns of the civil aviation industry in respect to safety and the perceived effect on Hydro One aviation operations;
-Monitoring national and international aviation safety programs for incidents and hazards that may be relevant to Hydro One aviation operations;
-Assisting the Accountable Executive and Superintendent of Helicopter Operations in the development of safety goals, objectives and performance indicators; and
-Facilitating an annual review of the Hydro One aviation safety program and evaluate its performance and effectiveness
-Work with Health Safety and Environment staff via the Network Services Safety and Environment Department on: Corporate safety policies; ·coordination of contacts with
 
Managerial Accountabilities:
-Promotion of teamwork between the various disciplines.
-Generation of a customer/client focused culture, which consistently meets its promised commitments.
-Optimization of all resources at their disposal, and through encouraging innovative ways to reduce costs and improve efficiencies.
-Promotion of a safe workplace through leadership, clear accountability and adherence to corporate regulatory rules, procedures and practices.
-Support the maintenance and development of a skilled workforce within the group
-Creation of development opportunities which promote success planning.
-Supporting Hydro One in maintaining reliable systems, by facilitating prompt responses and identifying system improvements.
-Assess staff capability to do the required work, now and in the future.
-Conduct personal effectiveness reviews of subordinates, managers/specialists to build relationships and trust, and to improve effectiveness.
-Mentor and counsel subordinates-once-removed.
 
Accountability for the Outputs of Others:
-Set the appropriate context for subordinates (i.e. corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.).
-Set an effective framework of policies and procedures for the work of the unit.
-Know and ensure own and subordinates’ compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit.
-Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes effecting their work, and continuous improvement opportunities.
 
Selection Criteria:
-Requires 10-12 years related experience
-Knowledge and experience in the operation of the helicopter and fixed wing aviation industry. Preferable, but not required to be or have been Aircraft Maintenance Engineer or Pilots.
-Knowledge and experience with Aviation Safety Management System, Aviation Safety Investigations and Aviation Occupational Health and Safety Regulations
-Knowledge and experience with Quality Assurance
-Knowledge of the Canadian Aviation Regulations and Standards and Transport Canada guidelines
-Experience in conducting positional duties within an Aviation Safety Management System/Program, such as an Investigator or Auditor
-Technical Knowledge to make effective decisions to identifying and analyzing of hazards, incidents and accidents and for taking corrective actions to prevent their recurrence
-This knowledge is considered to be normally acquired through the successful completion of grade 12 and 3-4 additional years of further concentrated study, i.e. degree or diploma, is preferred/will be considered an asset
-This knowledge would be equivalent to 10-12 years of experience
