People & Talent – Employee Relations Advisor

The Township of Springwater, located in the heart of Simcoe County, is a mixed urban/rural municipality with growing urban settlements and a prosperous agricultural sector. The municipality is currently recruiting for a temporary (6 months), full-time position of People & Talent – Employee Relations Advisor.
Reporting directly to the Chief Administrative Officer, you will be part of a small team in People & Talent with primary responsibility for day-to-day delivery of labour and Employee Relations, general advice and guidance to leaders. With your previous employee and labour relations management experience, you will utilize your skills to help guide and develop new processes and practices to foster effective Employee Relations at the Township.

Position Responsibilities
The usual responsibilities of the position are:
- Provide support and guidance to the Chief Administrative Officer, Directors, Managers, and Supervisors regarding employee and labour relations.
- Respond to questions from employees regarding People & Talent policies and procedures and resolve problems ensuring tact and diplomacy.
- Advise management on performance and attendance management issues, human rights complaints, harassment, and workplace violence investigations.
- Conduct investigations, discipline, remedial steps, discipline letters and terminations.
- Coordinate and chair labour-management committee and grievance meetings, administer procedures related to settlements, case preparation, and arbitration and rights hearings.
- Design, coordinate, and conduct training on labour relations, performance management, and impacts of new and or changed legislation and collective agreement language.
- Responsible for corporate training, health and safety, and disability management. Provide assistance with recruitment, as required.
- Assist with recruitment, corporate training, health and safety, and disability management as required.
- Provide backup to payroll in the absence of the Coordinator, People – Payroll & Benefits and/or Manager, People – Talent, Payroll & Benefits as required.
- Perform other duties as assigned.
Qualifications and Experience
- Successful completion of a University Degree or College Diploma in Labour/Industrial Relations or Human Resources Management or equivalent years’ experience.
- Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) designation is considered an asset.
- Minimum of 5 years’ related work experience, preferably in a similar sized work environment, with demonstrated experience in labour and Employee Relations.
- Demonstrated knowledge and ability to interpret collective agreements.
- Experience conducting fair, objective investigations and recommending consistent remedial action per collective agreements.
- Strong background in facilitation and negotiation to foster and maintain relations with unions, mediate disputes, resolutions, and agreements.
- Excellent verbal and written communication skills and strong interpersonal skills to respond to general inquiries are required.
- Ability to demonstrate tact and discretion in handling matters of a confidential or politically sensitive nature is critical.
- Ability to coordinate multiple tasks, balance multiple demands and address tight timelines with frequent interruptions.
- Knowledge of the Employment Standards Act, Labour Relations Act, Pay Equity Act, Ontario Human Rights Code, Occupational Health and Safety Act is required.
- Advanced computer skills and experience with MS Office is essential; working knowledge or experience with a Human Resource Management System (i.e., UKG Pro - Workforce Management) is considered an asset.
- Ability to maintain discretion and confidentiality of information is critical.
- A Valid Class G driver’s license in good standing with a satisfactory driving record; travel between off site locations will be required.
- Due to the responsibilities of this position, you will be required to have a Police Information Check satisfactory to the Township.
Rate of Pay
The Township of Springwater offers a competitive salary for this temporary position. Compensation for this position is $98,361 to $115,068 per annum (2024 rate), plus statutory holidays and vacation pay as per the Employment Standards Act.
Hours of Work
This position will work 35 hours per week; however, occasional hours outside of normal business hours, including attendance at evening meetings or weekend events or to accommodate deadlines and work projects, will be required.
