Job Summary

The Car Management Officer is responsible for managing the day-to-day distribution of empty rail equipment for merchandise shippers in the US and Canada as part of CN’s overall merchandise supply chain. The incumbent fulfills day-of-week empty car order requirements while balancing asset utilization with spotting performance. The role engages stakeholders throughout the supply chain process to achieve a balance of order fulfillment and pipeline fluidity, with a focus on asset utilization.

Main Responsibilities

Fleet and Pipeline Management

·Evaluate timing of empty return to determine shortages, surplus status for the week

·Monitor loads online

·Balance best connections and service schedule with daily car order requirements

·Evaluate customer miss spots to determine if they can be recovered in same week

·Evaluate short-lead time orders to determine feasibility to supply

·Monitor order cancellations to react quickly and redirect equipment

·Develop and maintain accurate system control orders for major flows moving to key hubs for further distribution to customer car orders

·Monitor car dwelling on respective fleet (empties and loads)

·Monitor cars not on Distribution Car Orders (DCO) and Bad Order (B.O) cars

·Monitor special and seasonal movements (i.e. mica and pipe movement fleet)

·Monitor rejects at interchanges

·Establish weekly distribution of CN’s fleet to maximize order fulfillment and car velocity

·Monitor empty and loaded pipelines to ensure network fluidity and avoid congestion in terminals

·Engage with Field Operations and other stakeholders to regulate pipelines where necessary

·Collaborate with team to prioritize, manage, and communicate exceptions affecting customers

·Work with internal and external stakeholders, and focus on full supply chain model, to clearly communicate exceptions and identify opportunities for improvement and additional contribution through cost reduction and revenue increases

·Understand and use Key Performance Indicators (KPIs) to validate customer fleet size, forecasts, and long dwell cars on network as well as offline follows coming to CN

·Monitor KPIs to determine corrective actions to be taken to maximize utilization

·Provide clear direction and promote strategic distribution

·Collaborate with Operations, Mechanical and the Customer Service Center team daily to maximize cohesion among the respective processes connecting with Car Management

·Strategize with Fleet Planners regularly to ensure fleet is properly balanced across regions

Customer Liaison

·Lead weekly conference call with key customers to review active pipeline and any exceptions to empty car supply

·Interact with customers (e.g. shippers, unloading terminals, third parties) to set plans for movement, review forecasted demand, and address day-to-day issues

·Cultivate positive working relationships

·Additional communication with customers, regarding supply gaps, as required

Analysis

·Monitor key origin and destination pairs to identify new opportunities to maximize fleet performance and order fulfillment

·Extract and analyze key performance data to identify trends in all aspects of supply chain and identify areas for improvement

·Initiate consistent communication with Market Managers with regard to market conditions and commodity forecasts for specific fleets, as well as with Account Managers with regard to customer orders, upcoming spot moves, maintenance shutdowns, and forecasts

·Monitor performance to plan

Working Conditions

The role has standard working conditions in an office environment with a modified workweek from Sunday to Thursday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and manage stress.

Requirements

Experience

Railway

·Minimum 1 year of customer service experience

· Minimum 1 year of data analytics experience

· 2 years of relevant railway experience*

oExperience with Microsoft Excel, Word and Business Objects and Access

*Any experience for these above would be considered as an asset

Education/Certification/Designation

·High School Diploma

Technical Skills/Knowledge

·Basic knowledge of CN railway operations

·Basic knowledge of CN customer base

·Knowledge of Service Reliability Strategy (SRS), Fleet Productivity System (FPS) and Waybill systems

·Basic knowledge of Real-Time Business Intelligence (RTBI) and Train Operation Planning and Control (TOPC)

· Bilingual in English and French*
