Data Analyst
THE OPPORTUNITY
Total Systems Solutions Consulting Inc. https://totalsystems.ca is seeking a Data Analyst to work for our public sector client at the Provincial Health Services Authority (PHSA) in the Province of British Columbia. You must be available 100% to work remote full-time 40 hours per week with availability Monday to Friday from 8:00am to 5:00pm in the Pacific Time Zone.
The consultant is expected to start as soon as possible and the contract length is 2 years
Project Context
Digital Health Innovation (DHI) delivers provincial digital health strategies and business transformations by relentlessly focusing on the end user and the end-to-end health services journey for everyone in British Columbia. We concentrate on the design and delivery of digital health tools and platforms to support the ongoing evolution of a connected health system and digitally enabled health care. By collaborating with all provincial health sector partners, we ensure an equitable approach to addressing health sector priorities.
DHI is part of the Provincial Digital Health & Information Services (PDHIS) portfolio that was formed in July 2022 to enable our BC health system more effectively digitally and virtually. PDHIS brings together many organizational units from different parts of PHSA into one portfolio and includes a close partnership with the Ministry of Health to deliver on the BC Digital Health Strategy.
Service Required
- The main responsibilities of the Data Analyst are to introduce and evolve key performance metrics, to analyze usage patterns across various product modalities, and to produce compelling visuals to inform implementation strategy and roadmaps. The goal is to improve decision-making by providing data-driven evidence and visuals to support findings and across presentations, briefing notes, reports, and dashboards.
- Creates and edits visual content including maps, charts, and graphs.
- Transforms data sets, quantitative and qualitative analysis into compelling visual stories.
- Works closely with cross-functional teams to support the development of reports, charts, briefs, dashboards, and presentation materials for decision-making and communication purposes.
- Develops complex data extraction and transformation scripts, including data linkages, to prepare data for analysis. Performs analysis and prepares reports and other analytical products (e.g. dashboards, scorecards). Implements indicators for monitoring and regular reporting.
- Takes measures to protect all data and information sources to comply with protection of confidentiality and privacy policies.
- Documents standard operating procedures for data collection and analysis processes.
- Identifies and implements prospective methods to avoid, reduce and rectify data quality issues.
- Collaborates with appropriate personnel within the PHSA Provincial Digital Health Information Service (PDHIS) and the ministry to obtain data and understand its meaning for proper analysis.
- Collaborates with external teams to support the development of key performance indicators and reporting requirements
- Produces regular and ad hoc reports as requested.
- Identifies learning needs that contribute to skill enhancement fosters a working environment that stimulates learning and inquiry for the team.
- Collaborates with all team members and communicates information in a timely manner.
- Performing other related duties as assigned
Consultant Qualifications
- We are looking for a Senior Data Analyst with 5+ years of recent related experience or an equivalent combination of education, training, and experience. We are also looking for:
- Advanced or Expert skills in one or more of the following: Excel, Power BI, SAS, SPSS, R, SQL, Python
- Experience working with health administrative data and data warehouses
- Manipulating and compiling large databases
- Significant experience writing programs and queries to manipulate and compile large health datasets and analyze the date accordingly
- Master’s degree in Statistics, Computer Science, or related discipline
- Experience within BC Health Authorities/Sector is a plus
