Job description

Position Summary

The Human Resources and Payroll Administrator provides full cycle payroll for Union and Non-union employees on a bi-weekly basis. The candidate is responsible for the maintenance and administration of employee records, compensation and benefits, remittances and WSIB protocols, while maintaining compliance with all legislative requirements.

The Human Resources and Payroll Administrator will also support key Human Resource initiatives including performance management process, HRIS system management, HR reporting & analytics, and compensation.

Accountability

Reports directly to the Director, Human Resources and Finance Supervisor.

Job Responsibilities

Payroll

  • Perform all payroll administrative services and related functions to ensure the processing of the biweekly payroll on an accurate and timely basis
  • Manages benefits, pension and EAP administration for all employees
  • Maintain current knowledge of and ensure compliance with all related federal and provincial legislation, Agency policies and Collective Agreements as they relate to administration of payroll
  • Ensures accurate administration, including remittance and reporting of all payroll-related deductions
  • Validates the system calculation of earnings and deductions to ensure compliance with Canada Revenue Agency, provincial and federal legislation, Collective Agreements, WSIB and benefit programs
  • Reviews all reconciliations of the payroll general ledger accounts
  • Responds to inquiries from employees regarding payroll
  • Provides direction to staff pertaining to policies, procedures and relevant legislation
  • Provides information and payroll-related data and reports required for corporate decision making
  • Works closely with Human Resources to coordinate the receipt of information, clarify changes, provide further details, reconcile discrepancies, etc.

Human Resources

  • Tracks documents and ensures applicable paperwork is completed for organizational changes (i.e. position changes, promotions, etc.)
  • Key contact person for all HR & Payroll related queries
  • Provide professional assistance and guidance to key HR functions
  • Support the development, implementation and continuous improvement of HR programs, policies, procedures, tools and forms
  • Assist the Human Resources team in other key functions as required and perform all other duties as assigned
  • Provide back-up coverage for Central Administration as needed

HRIS Management

  • Supports the management, configuration and maintenance of the HRIS system to ensure proper configuration, compliance, security that meets functional and organizational needs
  • Works closely with the system provider, including day-to-day oversight of technical applications, plus all associated interfaces and integration points, ensuring that these are evolving
  • Enters and maintains employee data in the HRIS system, ensuring data integrity and consistency
  • Addresses ongoing organizational changes, process improvement and best practices
  • Responsible for system reporting including new report generation, plus business intelligence and analytics
  • Works with team to research, translate and document interpretations of various legislative/regulatory measures and collective bargaining agreements received to ensure that these are properly configured, tested, documented and deployed
  • Ensures that knowledge transfer and training occurs to system users when system changes are introduced or upgrades occur
  • Performs regular and ad hoc audits to ensure accuracy and integrity of data in the HRIS
  • Produces regular reports regarding employee information, recruitment status, contract expiration, etc. and ad hoc reports as required
  • Collects, analyzes and manages human resources metrics such as recruitment, turnover, absenteeism, etc.

Job Evaluation and Compensation Analysis

  • Ensures salary administration cycle is carried out; ensures job descriptions are up to date, facilitates job evaluation process, updates salary ranges, ensures salary progression through ranges, participates in compensation surveys
  • Responsible for maintaining job evaluations system and working with the department managers to ensure up to date information with all existing and future roles within the organization

Performance Management

  • In collaboration with HR Coordinator, ensure performance management process is being followed and adhered by departmental managers.
  • Assist the team in developing performance evaluation documents, for each classification within the organization
  • Provide timely updates to departmental managers when an employee is approaching performance evaluation dates and ensuring materials and resources are being delivered
  • Monitor, track and file completed performance evaluations
  • Develop and assist the implementation of key performance measures, core competencies and core values in the performance evaluation process
  • Design and develop communication programs to link talent development more clearly to performance management
  • Research best practices in employee performance to assist in the development of a robust performance management system.

Staff File Maintenance

  • In collaboration with the team, ensure that all staff files are up-to-date and in-line with Ministry requirements.
  • Ensure staff files meet compliance requirements
  • Perform regular audits of staff files
  • Designs and develops process of implementing electronic staff files

Other duties as assigned.

Qualifications

  • Post secondary degree/diploma in Human Resources
  • Minimum 2 years progressively responsible administrative experience in Human Resources or Payroll within a unionized environment
  • Experience working in a non-profit sector
  • Familiarity and understanding of collective agreements
  • Payroll Compliance Practitioner and/or Certified Human Resources Professional considered an asset
  • Must have excellent knowledge of the Employment Standards Act, Labour Relations Act, Occupational Health & Safety Act, WCB Act, Human Rights Code, and other similar legislative requirements involving employees and the company's operation.
  • Sound knowledge of accounting principles as it pertains to payroll.
  • Possess superior communication and interpersonal skills; positive, persuasive, tactful and exercise good judgment.
  • Good judgement and decision making in dealing with sensitive and confidential information in a diplomatic, professional and tactical manner
  • Ability to work independently, follow instructions and take initiative
  • Ability to implement continuous quality improvement initiatives to support the core functions of the organization
  • Intermediate to Advanced level skills and experience in MS Office (Word, Excel, PowerPoint, Outlook)
