As the Leader, Learning and Development, you will be expected to foster an inclusive leadership approach that promotes equity, diversity and inclusion, as well as psychological and physical safety. As a key decision-maker, you will empower and guide your team, applying political acumen and balancing strategic with operational leadership.
As a core team member of Planning & Development Services' (PDS) Service Excellence team you will work closely with the Manager and the General Manager to establish a learning and development strategy for the new department. Primary duties include:
- Provide oversight on development of all PDS Learning & Development programs.
- Sustain and continuously improve the PDS onboarding programs for all PDS employees, Leaders and managers.
- Improve quality and scalability of technical training including role-specific onboarding, support of all Scaled Agile initiatives, and alignment and updating of PDS knowledge-base library (Robo).
- Lead a dedicated team of professionals including coaching, mentoring, and championing professional development.
- Work to expand and evolve department wide initiatives including the PDS Mentoring program and Psychological Safety, and provide support to programs supporting EDIB (Equity, diversity, inclusion and belonging) and Indigenous knowledge transfer.
- Develop and implement a learning plan for Leaders (including hybrid work environment, career coaching, decision making).
- Facilitate team exercises including chartering, team building, expectation setting, trust, etc.
- A degree in Management, Public Administration, Marketing, Commerce or Human Resources Management and at least 8 years of related experience.
- At least 5 years in a supervisory/leadership role involved in coaching, mentoring and managing employee performance.
- Equivalent combinations of education and experience may be considered.
- Experience must include developing strategies, policies and plans for employee and client management.
- Strong project management and change management experience in the areas of employee learning and development, employee engagement, and client management is required.
- Working knowledge of Mural collaboration platform, Scaled Agile Program Management, and MadCap Flare (Robo) will be considered assets.
- Exceptional communication and interpersonal skills with the ability to lead and influence others.
- Demonstrated strategic and analytical thinking abilities along with proven creativity and problem-solving abilities.
