Duties

This Project Engineer (EIT) position will function as part of a technical team that develops, maintains and implements advanced transportation forecasting models to support corporate wide growth, transportation planning and traffic operation initiatives.
With advanced knowledge in modeling techniques, statistical estimation and data science,the Project Engineer is required to combine urban planning, transportation planning and traffic engineering concepts for developing, operating, and maintaining large scale simulation models.
The understanding of transportation engineering principles, spatial nature of urban settings, ability in handling large scale traffic performance data, and ability to perform statistical analysis for model calibration and validation as per internal SOP documents, manuals and industry guidelines (e.g., Guidelines published by Transportation Association of Canada and U.S. Federal Highway Administration) are critical success factors of this position to provide evidence based decisions for implementing long term strategic directives (e.g., City Plan).
With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will be responsible for:

  • Assist with the development, maintenance, and execution of Transportation Models:
    • Provide support to develop, implement, maintain and execute various levels of transportation models from traffic microsimulation to large scale mesoscopic (dynamic traffic assignment) and macroscopic (travel demand) models
    • Incorporate transportation planning and traffic engineering principles, and statistical estimation techniques into the modeling algorithms for the platform optimization
    • Assist the team to maintain and track forecasting horizons scenarios and to increase operational efficiencies and improve service delivery times to the corporate clients and stakeholders
    • Participate in the integration of the travel demand and dynamic traffic assignment models. Coordinate with the team members for data exchange
    • Research industry practices on advanced transportation models and contribute to the enhancement of modelling techniques and toolsets for improving model productivity
    • Explore processes and methodologies to make recommendations to implement advanced simulation techniques related to adaptive traffic signal controllers, intelligent traffic management, and autonomous vehicle operations
  • Respond to Analytics Service Inquiries:
    • Assist the team to configure the model scenarios according to the land use and network input assumptions and execute model runs for assessment and evaluations
    • Participate in undertaking predictive analytics for a broad variety of planning and traffic operation projects
    • Analyze traffic diversion impact due to land use and/or network supply changes including modeling support on construction detour planning under road and/or bridge closures
    • Assess and compile model run results and extract performance indicators for the accountable engineer’s review as per the business needs
  • Communications and Engagement:
    • Provide assistance in preparing infographics based on modeling outputs and results to communicate the story to the senior management and internal/external stakeholders
    • Collaborate with subject matter experts from both the inside and the outside of the Team to increase knowledge and understand business needs
    • Prepare technical reports for signing engineer’s review
    • Assist in developing interactive visual tools and dashboards through strategic use of technology to communicate modeling results in a method that can be used for decision making and public info sharing
  • Perform other duties as assigned

Qualifications

Qualifications:
  • Completion of a Bachelor's Degree in Civil Engineering with coursework in Traffic Engineering, Transportation Planning, and/or Urban Planning
  • Post Graduation in Transportation Engineering or Urban Planning or in a related discipline is an asset
  • Must be an Engineer in Training (EIT) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
  • Understand and adhere to all APEGA regulations and standards
  • Experience or the ability to assist with the development and explanation of transportation models within a regional transportation and land use context
  • Knowledge of traffic fundamentals and characteristics, statistical estimation and travel behaviour modelling
  • Good understanding and ability to apply engineering principles related to land use and transportation planning, urban goods movements, traffic operations, and transportation infrastructure design
  • Familiarity with one or more of transportation modelling packages such as EMME, Dynameq, VISSIM, VISUM, AimSun, TransCAD, Synchro/SimTraffic
  • Knowledge with traffic signal timing optimization, and familiarity with capacity and level of service analysis
  • Proficient with data processing, undertaking data analysis, and data visualisation using Python, R, SQL, and/or MS Power BI tools is an asset
  • Ability to multitask and assume ownership on individual and group responsibilities
  • Highly developed analytical skills and effective time management skills
  • Strong verbal and written communication skills, including report writing and presenting

Up to 1 permanent full-time position available

Hours of Work: 40 hours per week, Monday - Friday.

This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary: $31.623 - $38.438 (Hourly); $66,028.820 - $80,258.540 (Annually)
