As per the TBS common hybrid work model for the Federal Public Service, there is an in-person requirement of at least 2 days per week in the office.

Intent of the process

The intent of this process is to fill the following indeterminate positions on a hybrid basis:
  • AS-03 English Essential in Esquimalt, BC
  • AS-05 English Essential in Esquimalt, BC
  • AS-05 Bilingual Imperative (BBB/BBB) in Bagotville, QC

National Defence has adopted a hybrid workforce model, meaning a combination of onsite work and telework.
A pool of partially or essentially qualified candidates may be established through this process, and used to staff identical or similar positions with various employment tenures (temporary and permanent), language profiles, operational requirements, and conditions of employment at the Department of National Defence.

EDUCATION:
A secondary school diploma or employer-approved alternatives.
The employer-approved alternatives to a secondary school diploma are:
  • A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
  • An acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
AS-03 and AS-05:
EX1: Experience providing advice and recommendations on requirements, processes, or procedures related to Real Property.
EX2: Experience negotiating and preparing agreements, briefing materials, reports, presentations or contracts that can include, but is not limited to: leases, land use agreements, Memorandums of Understanding and provision of services agreements.

AS-03 only:
EX3: Experience administering financial resources in a business-oriented environment.
EX4: Experience analyzing and maintaining databases, networks or systems to provide quality assurance, input information and run reports.

AS-05 only:
EX5: Experience managing financial resources in an operating budget.
EX6: Experience developing and implementing plans, procedures, standards, activities, or guidelines related to Real Property.
EX7: Experience in managing Human Resources directly or as the lead of a project team.
Note: Managing human resources may include, but is not limited to, the process of supervising or developing others and being responsible for the results they deliver. You must indicate that you were responsible for addressing performance issues either as the direct supervisor or as the lead for a project. You must also demonstrate that you were responsible for developing work plans or establishing performance objectives for employees or team members.

ASSET EDUCATION:
AED1: Graduation with a degree, diploma, or certificate from a recognized post-secondary institution in a field that is relevant to the position, such as Real Property management, public administration, business administration or management, engineering and building technology OR an acceptable combination of education, training and experience in the field of Real Property management.
AED2: Completion of Required Training for Real Property Specialist offered through the Canada School Public Service.
AED3: Accreditation from an industry recognized Real Property institute or association (e.g., BOMA, CoreNet, IFMA).

Degree equivalency

ASSET EXPERIENCE:
AEX1: Experience in planning and managing Real Property assets and accommodations services within the Municipal, Provincial or Federal government.
AEX2: Experience in using computerized asset/property management information systems.
AEX3: Experience working with Indigenous representation through participation of formal consultations; or facilitating, moderating, leading meetings and discussions.
AEX4: Experience applying legislative codes, acts, policies, and regulations related to property management and environmental issues.
AEX5: Experience in the acquisition and disposal of commercial real estate assets.
