The Department of Public Works designs, constructs and maintains provincial highways, public buildings, bridges and other related infrastructure.
With a mandate to provide the safe and efficient movement of people and goods, the maintenance and upkeep of our 23,000 kilometers of roads and highways and 4,100 bridges is paramount to our core responsibilities.
About Our Opportunity
Under the direction of the Pavement Management Engineer, the Pavement Management Officer is responsible for the administration and management of the Department's Pavement Management software suite (Vision, iVision, Surveyor, HPMA etc.), associated automatic collection software installed on collection vehicles, data processing software (ELMOD6, RADAN7 etc.), including information management, training, and end user support for all applications.
Your work will take you throughout the province and allow you to interact with various other department personnel.
Primary Accountabilities
This position oversees highway construction project information management and performs ad-hoc system queries, report generation and determination of additional information requirements. The incumbent provides software and process training for Department staff working with Surveyor and iVision software and reporting tools throughout the province as well as support and guidance.
This position is responsible for collecting, processing, reporting, and ensuring the integrity of provincial road network data via Automatic Road Analyzer (ARAN) operation.
The Pavement Management Officer is responsible for the overall management of the Pavement Management software suite and licensing, including software upgrades and maintenance/service agreements for Fugro's Vision software and Stantec's HPMA software. Also, manages the processes and policies required to implement the Department's Pavement Management software suite and problem solves issues with related to the software, processed data, and reporting.
Qualifications and Experience
To be successful in this role, you must have completed technical training in an area of speciality such as Electronics or Civil Engineering Technology or a related trade and have three (3) years of related experience and are certified, or are eligible for certification, by TechNova. Completion of grade 12 plus an acceptable combination of training, education and experience may also be considered. You must have an understanding of highway construction materials and practices.
You have experience working with various computer systems and programing languages including but not limited to office and email programs, databases (SQL, Access), visual basic, C++.
As the successful candidate, you will have:
-Familiarity and experience working with testing equipment such as Falling Weight Deflectometers, Ground Penetrating Radar, High Speed Inertial Profilers, and Automated Road Analyzers;
-Knowledge of Department policies and practices around pavement data collection of highway assets;
-have comprehensive knowledge of electronic devices and mechanical systems with an aptitude for troubleshooting, problem solving, and excellent analytical skills;
-the ability to work independently and as part of a team;
-Excellent writing, editing, organizational, and planning abilities and strong communication and presentation skills for working with diverse groups.
In addition to the above, you will possess skills and experience using Microsoft Office programs (Outlook, Excel, Word, PowerPoint) and customized databases for the maintenance of pavement condition records and production of requested reports. You also demonstrate a high degree of initiative and the ability to work independently while maintaining exceptional organizing skills and executing multiple priorities.
You are capable of prioritizing work under tight timelines and exercise sound judgement. You thrive in complex environments and enjoy the challenge of developing new approaches to complex problems.
Equivalency
An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:
-High School plus five (5) years of related experience
-A related bachelors degree plus one (1) year of related experience

Working Conditions
The work of the Pavement Management Officer involves a combination of various work environments, including a normal office setting, an electronics workshop, vehicle bay/repair area and operation of test vehicles. They may also be called upon to work outdoors during various conditions when troubleshooting or repairing equipment.
Additional Information
A valid Nova Scotia Driver’s License, a clean driver’s abstract, and the ability to travel regularly throughout the province, including overnight stays and extended working hours during pavement data collection season (March to December).

Pay Grade:  TE 17 - TE 22  
Salary Range:  $1,783.71 - $2,561.85 Bi-Weekly
