Job description

The City of Toronto Administrative, Professional and Supervisory Association Incorporated (COTAPSA Inc.) is a municipal professional management association representing a diverse, vibrant and growing membership of non-union, management and exempt employees at the City of Toronto.  Reporting to the Executive Director, the individual is responsible to lead the Association’s support services with respect to Human Resources (HR) as well as Employee and Labour Relations.  

 

Salary Range: $101,900 - $131,222

 

Essential Duties and Responsibilities

 

The primary functions associated with this position include but are not limited to the following

 

  • Provides senior-level consultative/advice and administrative services and support, interpreting and administering all related and relevant employee contracts and agreements, legislation, policies, procedures, and programs to ensure that members are treated fairly and legally. Provides support and assistance to members during meetings regarding a complaint under the Human Rights and Anti-Harassment/Discrimination, Fraud and Waste Hotline, and Conflict of Interest and Confidentiality. Investigates thoroughly, on behalf of a member, a group of members, and/or the Association, complaints and allegations of infringements of the City of Toronto’s HR Policies and Guidelines, related employment agreements, the Human Rights Code, the Employment Standards Act, and other relevant legislation. Conducts meetings and acquires documentation and other relevant data to best ascertain the rules and facts involved, and explore settlement options. Effectively carries out negotiations with the City's senior management and litigators, influencing them to fully consider and address COTAPSA's requirements. Creates, maintains, and secures all necessary documentation, hardcopy and/or electronic, in keeping with good retention practices and association policies and/or procedures, and strictly satisfies legislation requirements. Co-chairs the ‘People and Equity and COTAPSA’ Committee establishing agendas, overseeing minutes, and reporting to the Executive and Board, and bringing forward items of concern to the membership. Participates as a member on other Committees, internal and joint committees with the City, as directed by the Executive Director, advocating for COTAPSA, and pursuing follow-up on items as appropriate. Collaborates cooperatively with City staff and management to resolve issues and problems involving members, and where necessary to revises old or establishes new processes and procedures to prevent recurring concerns. Serves as the HR Officer for COTAPSA staff, including maintaining confidential records and files, verifying input for accuracy, and ways which satisfy all audits. Other duties as may be assigned that are within the scope of the position both in nature and level.

 

 

Qualifications:

 

To perform the job successfully, the individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge skill and/or ability required.

 

  1. University degree or approved equivalent combination of education and experience.  Knowledge of relevant legislation including Employment Standards and Human Rights Legislation. Prior Experience in the Human Resources field as a Consultant. Well-developed interpersonal skills, with focus on tact/diplomacy and conflict management. Solid time management abilities with emphasis on multi-tasks/multi-projects. Excellent communication skills; oral and written. Proven ability to work well independently, with initiative. Proven ability to develop and maintain close liaison with City staff. Proficiency in MS Word, Excel, PowerPoint and Outlook.
